Meet Command Central, the People in Charge of Wisconsin Voting Machines

Forty-six Wisconsin counties and 3,000 voting machines are being controlled by a two-person company operating out of a strip mall in Minnesota.

Command Central is one of Wisconsin’s leading vendors of voting machines and election supplies. They are distributors for Dominion Voting Systems, a privately-owned electronic voting equipment company. Founded in Canada in 2002, Dominion is now based in Denver, CO, since their acquisitions of Premier Election Solutions, from Election Systems & Software (ES&S), and Sequoia Voting Systems.

Command Central deals directly with Wisconsin county and municipal clerks and is closely involved in their selection of voting machines, ballots, and other election supplies. Command Central does all the maintenance on the voting machines and provides tech support throughout the year, with a special “hot line” should clerks need help with glitches, etc., on election day.

In June 2011, the Wisconsin County Clerks Association held their annual summer conference in Ladysmith. Seventy-five county clerks from across the state came together to, among other things, “assist the legislators in developing sound legislation that affects county clerks and county government by providing accurate and useful information.” WCCA Legislation Committee chair at the time was Kathy Nickolaus.

Last summer’s meeting featured a break-out session entitled, “Mastering Tough Questions from News Media, Directors and Other Audiences”:

Al Guyant, president of Guyant and Associates, a training firm specializing in human communications, conducted the session. Guyant has prepared clients for 60 Minutes, Dateline and other “tough question” formats. When asked why county clerks would need this kind of training, he said, “The obvious public scrutiny of elections has increased so much that the clerks need to be able to convey the essence of their statement in the 10 to 15 seconds because of the short attention span of America, and relative space and time in the media.”

Another break-out session was scheduled specifically to spend time with the election vendors: Command Central and Dominion. Command Central was represented by Vice President Aaron Storbeck. On display at his booth was an Edge DRE touch screen machine much like the kind that have been documented flipping votes on Election Day.

Many of our clerks have undoubtedly met Aaron Storbeck, who travels to conventions and sets up wares to show county clerks how easy these machines are to use. In a follow-up email interview Storbeck denied his machines could be corrupted:

BW: So as far as you know, you don’t know how anyone could create corruptible programming that would not show up until Election Day.

CC: Hasn’t happened and we have 46 counties as customers in Wisconsin and 3,000 pieces of equipment out there.

I asked if these machines force a straight party ticket. But unless a voter knows how to back out and re-enter the choices to force a split ticket as he explains below, how would they know?:

BW: Voters have to vote straight ticket. There is a way to overwrite having to vote straight ticket by selecting the first choice, then unselecting it, and then selecting the second choice. Even if voting Republican and the second choice is a Democrat, it will register a split ticket.

CC: Yes It check-marks the office in a straight party, however you can go in and deselect names if you wanted to change your vote(s).

But perhaps the most disturbing answer Storbeck gave was to the question of who programs the computer pacs that tabulate the votes.

CC: My step-mother is Sue Wahl and she does the programming.

Who is Command Central? Listed only as a P.O. box number on Storbeck’s card, on further investigation, Command Central’ s office can be found in Marketplace strip mall, 110 2nd Street South, Suite 300, in Waite Park, a suburb of St. Cloud, MN. They also are listed as doing business from suite 219 at this address. Coincidentally, Michelle Bachman’s campaign office is also located at this address, right down the hall in Suite 232.

Command Central’s offices are located in this strip mall west of St. Cloud, MN. Michelle Bachman’s campaign office is across the hall.

And who is Sue Wahl-Storbeck and should we trust her with our voting machines?

In 2007, Sue Wahl-Storbeck filed suit against a former employer and the Minnesota Department of Employment and Economic Development for disqualifying her from receiving unemployment benefits because she had been fired. The company, ACS Enterprise Solutions, claims that in 2005, Wahl-Storbeck refused to take the annual ethics exam that was required for employment with ACS. She claimed the organization was so dysfunctional that it was “hypocritical” to take the test. She lost both her original case and the appeal. “Because each refusal to take the ethics exam was intentional conduct that displayed clearly Storbeck’s refusal to comply with ACS’s reasonable request, her actions do not constitute a single incident under Minn. Stat. § 268.095, subd. 6(a). Accordingly, the ULJ properly determined that Storbeck is disqualified from receiving unemployment benefits because she was discharged for employment misconduct.”

This is the woman who has control over the programming of 3,000 voting machines in 46 districts in the State of Wisconsin.

Regardless of her achievements, whenever anyone is given the sole responsibility to program our voting machines, we are placing the vitality of our entire democracy in their hands.

Forty-six Wisconsin counties and 3,000 voting machines are being controlled by a two-person company operating out of a strip mall in Minnesota.

By law, voting machines must be publicly tested prior to every election. A Programmable Read Only Memory (P.R.O.M.) pack or cartridge is used to reprogram the machines with the details of the current election. Clerks receive two PROM packs from Command Central: A PRE-LAT, which is used a week or so before the election for the public test, and an “Official” pack used on Election Day. Whoever programs the PROM packs has the ability to inject all the machines with a virus that will flip votes only on Election Day. With two different PROM packs in play, it’s easy to see how public tests could be flawless and the machines could still flip votes Election Day.

In his report of his experience with the November 2010 gubernatorial election for Scott Walker, John Washburn, an election integrity investigator and professional software tester for almost 20 years, states, “I have been to dozens of voting system test sessions and have never seen any of this faux ‘testing’ actually test the voting system software correctly. This is the professional opinion of a software tester testing software since 1994.”

Washburn also filed an open records request with Command Central to examine the PROM packs from the July 15, 2011 recall election in wards 1-4 in Fox Point. When they responded that it would cost him $450, Washburn filed a complaint alleging that Command Central LLC wasn’t cooperative in responding to the open records request.

Command Central Makes Its Move—A Shady Deal With WI County Clerks
Last September, Election Integrity investigators discovered that unbeknownst to average citizens of Wisconsin, Command Central sent those 46 districts an offer: trade out your old Optech Insight Scanner for two DRE Touch Screen models, at no charge. The Optech machine is the one that paper ballots are fed through to read and register the votes.

While these machines are also susceptible to hacking (see Rep. Pridemore explain how to game the machine) in the case of a recount, it is possible to physically monitor the paper ballots as they are fed through the machine to see if they match the machine totals.

With DRE Touch Screens, however, one’s vote could be flipped and one would never know because there is no receipt or paper trail voters receive to confirm their vote was counted as voted. All that is left is a paper tape that shows votes and vote totals. If the machine is hacked, those totals have no other verifiable trail to confirm the results.

And yet according to John Washburn, this swap-out two-for-one offer violates the statutes issued by the GAB for State approved system as described on the Government Accountability Board’s website that requires the inclusion of an Optech Insight Scanner.

On January 13, 2012, Washburn emailed the GAB about this situation. When he did not receive an answer, he submitted an Open Records request to the GAB, with no reply. On May 2, he submitted another, again to no response. On May 4, he turned the case over to Dane County Attorney, and on May 14 he kicked it up to the Department of Justice.

Why is Command Central offering free machines? Why does the GAB not respond? Will the Department of Justice respond in time to help protect our June 5th recall elections?

Are these the “tough questions” clerks were being trained to answer?

Protect Your Recall Vote
Election reform will not take place overnight. But we can begin with educating our friends, family and clerks of our rights, and the dangers of the machines, and demanding change in our statutes that will allow for hand count paper ballots.

To protect our recall elections, here are some steps you can take to make sure your vote is counted:

• Get Out The Vote. Massive turnout at the polls is our best protection against election fraud. The more people actually vote, the less votes they can steal from us.

• Do not vote on touch screen machines. Call your clerk before Election Day and insist on voting on paper. Refuse to vote on the DRE touch screens and offer to send your clerk information on the dangers of these machines. See a list of all Wisconsin clerks here.

• If for any reason your ballot is rejected from the Optech, as was John Washburn’s, or you witness a machine malfunction or flip a vote (no matter how many times you touch your candidate’s name, the other comes up instead) call Wisconsin Election Protection, 1-866-OUR-VOTE (1-866-687-8683) on Election Day. Their bank of attorneys will be facebooking, tweeting (@EPWisco) and answering the hotline. Let all your friends know and remind them to share it widely so voters state-wide can know this important resource.

• Insist your clerk file a report and enter your incident on the Inspector’s Report, GAB Form 104. If your incident is not filed here, it did not happen. http://gab.wi.gov/forms/gab-104

• Write-in your vote on Election Day, even if your candidate listed on the ballot. Include their party affiliation. When you feed the ballot into the Optech scanner, it will be separated into the write-in bin, and be hand counted after the polls close.

If they steal our vote, they steal our voice and they steal our power. Stand up and help change election systems in Wisconsin. This is not an issue of “left” vs “right.” It’s “right” vs “wrong.”

      What happens to the election day PROM packs afterwards? Can you obtain used election day PROM packs from various municipalities and have them forensically examined? I don’t typically subscribe to conspiracy theories but the exit polls (revised) contain some numbers that just don’t make sense, Dems rarely lose elections where the turnout is huge in Madison and Milwaukee (which it was) and 2010 was the year of the Tea Party (so why did Walker get significantly more votes in 2012 than 2010?). Something just doesn’t smell right.

    Statistical evidence shows that in 2008, the states with the highest percentages of early voting had the lowest exit poll discrepancies.

    Voting Early (Paper Ballots) vs. Election Day (Machines)

    This 2008 analysis compares exit poll discrepancies in states that voted early by mail or hand-delivered paper ballots. Approximately 30% of the 131 million total votes were cast early. The exit poll red-shift to the GOP is negatively (-0.50) correlated to early mail or in-person voting (paper ballot). In other words, the unadjusted exit polls are a closer match to the recorded vote in early-voting states where, presumably, election fraud is minimal.

    In general, exit poll discrepancies from the recorded vote (red-shift) are lower in states with a high percentage of early paper ballot voting. Conversely, states that utilize unverifiable DREs on Election Day have much higher exit poll discrepancies – as one would intuitively expect.

    The 15 states with the highest early voting turnout had an average 2.3% red-shift. The 15 with the lowest early turnout had an average 6.8% red-shift.

    There should be “sting” operations, where the FBI takes a couple of machines at random on election day, and tests them. It won’t stop all Republican voting-machine fraud, but it will make it risky. Currently there’s NO RISK for rigging the voting machines.

      They are stone walling the request to take any action along with the DOJ as Walker has Attorney General Van Hollon in his back pocket too… My understanding of what has been reported in the attempt to acquire elections results both paper ballot wise and memory cards from control central that is being ignored by all parties is that all parties are in bed together and they know that if they delay and refuse to provide the information freely and use cost as a reason not to comply it is only a delay tactic to give them time to destroy the evidence of any election rigging…

      That is why the link was replaced with a pdf document to let you know their intent is to destroy the evidence of fraud before anyone can get their hands on it… are we going to wait till its to late or are we going to do what Bev Harris did to acquire those records before they are destroyed?

      Walker and the Attorney General are more or less giving us the middle finger after stealing the election. Instead of a tea party we need a sledgehammer party and smash all the voting machines if they destroy the evidence that would prove the ones who enforce the law are the ones behind the violating of it…

      What is needed is a congressional investigation and the FBI needs to get involved… i.e., at the national level not State… yes there may even be corruption at the state level in the FBI… These bastards are going to keep playing these games till a real civil war breaks out along with a national one.

      But,
      Even then, if the machine was rigged the paper taped roll could have been altered to match the rigged data stored on the memory cards… you need to view Bes “hacking democracy” documentary from start to finish… its over an hour… it is the full length that HBO aired a while back to understand how even the optic scanners as well as the touch screen machines can be rigged to miss-read the inputs and change a predetermined percentage of votes cast or optically read by a scanner to automatically adjust the reported or printed results to give a desired result and reflect the winner to of won by a pre determined percentage of the total votes cast…

      I guess Bev Harris got some negative support and or attacks on what she was earlier trying to get across prior to the movie documentary HBO aired now on U-tube… I gave a link to it further up the thread.

      I posted this in Places in MN and DM gave me a little history on Bev but now are giving support… must of seen her HBO full length movie now on u-tube that enabled them to consider taking it more seriously and that Bev Harris was right all along on the seriousness of these big corporate venders selling voting machines that they or others could at anytime rig to control elections… below is was my reply on that Minnesota thread.

      After reading it I concluded that she might of been trying to get the word out to inform people of what she had been discovering by whatever means possible to try and educate the voter why these machines cannot be trusted. It is obvious that unless you have a lot of money, you are not going to get much air time on any of the major television stations and many people do not read the daily paper…

      I guess the greatest risk to America is for its citizens to remain ignorant. I know the corruption is deep in the gaming industry… you see it in the bars with the illegal video pokers and 8 liners… In fact, I was a technician for a game operator that supplied some of the bars in Wisconsin and I know that they are being used just as they are in the casinos.

      Those machines in the bars can have their percentage of payout changed anytime by the operator by just flipping a few dip switches say at anytime of servicing or collecting… they have meters that record the amount of money going into the machine and they meter how much was knocked off or redeemed…. sure they do not have any obvious hopper to spit back coins but they all have that option to have a hopper added… the way they first worked was they had a so called knock off button usually on the back side of the machine… when a patron was ready to cash in, they would motion the bar tender who would witness the amount they had won, note it and then push the button to clear it and then pay them…

      Well, to make things easier, Many of the machines have been fitted with a printer and players just print a redemption ticket and give it to the bar tender to collect their winnings… some of them that are paranoid about others witnessing this transaction have set some rules… some of them tell them to come back later or the next day and the money “cash” is put in an envelope so that when they are given it in the presents of other customers that may not know what is going on have no idea that that envelope is a cash payment for what was won on the machine.

      In Wisconsin Governor Doyle (before Scott Walker) was trying to get these banned and out of the bars to limit the expansion of gambling. He almost succeeded by threatening to have the police confiscate them as illegal contraband if the machines were not out of the bars in X number of days as was printed in the Wisconsin State Journal at the time… the machines were pulled out of the bars as they were several times before for periods of times due to other threats of enforcement due to complaints prior to the ones leading up to the last ditch effort by Doyle to ban them from the bars and what happened is this; The gaming industry WAMO got together with the tavern league and deceived and lied about the machine claiming it was not a gambling device since the machine itself did not spit out any money like the ones in the casinos with hoppers… they won the court battle government leaders bought it hook line and sinker and changed the law from a felony to a mist meaner and legalized the machine for bars with a limit of only 6 machines per bar as the number not to be exceeded.

      The gambling still goes on in the bars and government looks the other way and the new mist meaner laws now on the books are not enforced…. the law being that if anyone is caught gambling on these machines where in payments are being made to them by the personnel at the bar that they would be hit with a $500 fine per occurrence and per machine yet not risk loosing their liquor license as the faced before the new law that was passed which enabled the machines to be placed back into the bars after having had to of been pulled from all the bars as by the order of Governor Doyle…

      Regarding Mitt Romney and his arrival to step into the lime light with Walker when he came to celebrate with walker on his victory based on voting machine results… Makes me think of his Wawa land Amazement of touch here and touch there and out comes not only your sandwich but also a stolen election…

    Here’s a thing I find peculiar.

    If “Command Central” is a business, then they have to be able to make a profit.

    They offered a two for one trade-in, exchanging Electronic Voting Machines for the reliable Optical Scan machines that use paper ballots.

    Now, where’s the profit here?

    Does this imply that they re-sold the Optical Scan machines for more than twice what their EVM’s retail for?

    Doubtful.

    Does this imply they took a tremendous loss, and trashbinned the Optical Scan machines?

    Hmm. Why would they do THAT?

    That’s not good for business.

    And the protocol for having two EPROM packs, one for testing runs a week early, and one for the official voting day, is LUDICROUS.

    After all, it’s the official EPROM you NEED to test !

    We need to bring the hammer down on these rigged machines. I’ve studied embedded system programming; it wouldn’t take much effort at all to set up a program to tip the election in a preset direction.

    After the 2004 glitch that showed more votes for Bush than LIVED in that Ohio Precinct, it’s obvious their programmer is hamfisted.

      And you think Scott walker Won as by a verbatim count cast by the people of the state of Wisconsin and not by voting machine rigging? I suppose you also believe that gambling is not going on in the bars on the so called legal gambling machines still in the bars that the tavern league and WAMO rallied together to propose changing the law from a felony to a slap on the wrist…

      This was after Governor Doyle published in the Wisconsin State Journal, in his attempt to limit the expansion of gambling to the State and Indian Casinos, that the Bars had X number of days to remove these machines or he would have the police confiscate them as illegal contraband.

      The were pulled from all the bars by the vendors… one of which I even worked for… as they had been pulled before in the past over threats of facing law enforcement due to complaints and others getting caught and facing charges…

      As usual, a few months later as things would cool down, they would start placing them back into the bars… well, the last time they were pulled after Governor Doyle announced in the newspaper what would happen if not, they remained out of the bars for about a year and during that time, WAMO, a gaming industry and supplier got their layers together with the tavern league and stated an effort to pass legislation that would change the law from a felony to a mist meander (however that word is spelled seems it is not in spell check)…
      Also, since they convinced the legislatures that the machine by definition of law was not a gambling device… yeah sure… as in that it in itself did not spit out money like the ones in the casinos that have hoppers and catch bins… that the government decided that it would be okay to have no more than six of them in a bar… but said that if there are any complaints and proof that these are being used for gambling and payouts are being made, the fine would be a $500 fine and a slap on the wrist and we will not take your liquor license away as we would have under the previous law…

      Sorry Dave, but you are wrong about the “government workers”. They work just as hard as anyone else, and in the past they were able to negotiate more vacations and/or sick leave, but haven’t had a raise in years. Now, without the unions, they are being handed a bill for their health care and have lost hours and other pay they had in the past. Most do NOT make more money or have better pension plans than you do. I think too many people associate the Milwaukee County pension scandal with ALL government employees, and it’s definitely not like that for us!

      Dave, this issue separates the true citizens of our democracy from those who wish to support the corporate takeover. Either you realize our election systems are broken FOR EVERYONE, and we all have to come together to reform them, or you actually want the encourage election fraud.

      There is more than enough evidence for the past 20 years. And by the way, the other author of this article, John Washburn, is Republican. Oops your fascism might be showing Dave. Who can object to fair and open elections? Hand count paper ballots.

      How many times has your ATM screwed up? Voting machines are notorious for screwing up. Why? You tell me. Same company makes them.

Hands count all the ballots to look for errors? That should have been done in the first place.

    This is a link to a Command Central customer database (sent to the GAB) that shows some of the transactions they made in Wisconsin in 2011. Note in Barron County alone, 83 new AVC (previously Sequoia) Edge touchscreen machines have been added into the Barron Co voting system. Those replaced 39 Optech Insight optical scan machines. 78 of these touchscreens were acquired through the “two-for one” swaps.

    “Command Central” …? What kind of name is that for a voting machine company ? And the “eye of God” symbol from the dollar bill, which is the one part of the dollar bill, no honest politician will explain (out of fear). I remember plenty of zany antics of Michelle Bachman(she gets the little old ladies votes in the rich suburbs) but the one that stands out, is when she was caught spying from behind a bush on the original “tea party” folks(not to be confused with the right wing “tea party” fakes) at the Minnesota State Capitol grounds, and when she was caught by a local news media person, she said “oh I wasn’t spying, I broke my heel”.
    There are only 2 presidents who enacted the presidential power of the treasury creating “interest-free” money, through the US Treasury Dept., NOT the Fed eral Re serve Ba nk, and both were shot in the back of the head.
