Bowerstone from the *Fable* trilogy. I like how you can see it grow from a small town in the first game to a major trade hub in the second and a sprawling industrial city in the third.
Hong Kong in Sleeping Dogs. Just such a beautifully vibrant depiction of a time before China really started taking over.

Midgar from FF7. It’s a complete shithole, but a well done shithole. While the original game doesn’t capture this fully, the remake and the movie showcase a fair bit of the city and its slums.
