INTRODUCTION

An American science fiction writer, Frank Hubert, once rightly stated that “good governance never depends upon laws, but upon the personal qualities of those who govern. The machinery of government is always subordinate to the will of those who administer that machinery. The most important element of government therefore, is the method of choosing leaders”. So far, we have discussed three forms of government. They are: democracy, autocracy and oligarchy. Today, we shall be x-raying DIARCHY or DUUMVIRATE as another form of government. Upon conclusions of same, we shall commence interrogation of another concept of government infamously known as FASCISM.

MEANING OF DIARCHY

Diarchy (or diarchy), from the Greek word ‘Di’ meaning, “double” and αρχια, “rule”, is a form of government in which two individuals, the diarchs, are the heads of state. In most diarchies, the diarchs hold their position for life and pass the responsibilities and power of the position to their children or family when they die.

ORIGIN OF DIARCHY

Diarchy is one of the oldest forms of government. Diarchies are known from ancient Sparta, Rome, Carthage as well as from Germanic and Dacian tribes. Several ancient Polynesian societies exhibited a diarchic political structure as well. Ranks in the Inca Empire were structured in moieties, with two occupants of each rank, but with different status, one hanan and one hurin. In recent practice, diarchy means a system of dual rule, whether this be of a government or of an organization. Such “diarchies” are not hereditary. Examples of diarchies are the principality of Andorra, whose heads of state are the President of France and the Bishop of Urgell; the Republic of San Marino, with two collegial Captains Regent; and the Kingdom of Swaziland, where the joint heads of states are the king and his mother.

DIARCHY WAS FIRST INTRODUCED IN INDIA

This system was first introduced in India through Montague-Chelmsford reforms in 1919. This form of government, the executive branch of each provincial (now state) government is divided into two sections. The various fields of administration will be divided between these two sections.

In British India government, Provincial governments included British members (Executive Councilors) and Indian members (ministers from Legislative council). In order to provide administrative authorities to Indian members, the diarchy was introduced and the concept of transferred and reserved subjects was introduced.

The transferred subjects include matters of high importance like law and order, revenue and justice. Reserved subjects include matters of local administration like education, public health etc. In this way, Indians got some powers to administer themselves yet the crucial subjects were dealt by British executive Councilors.

Diarchy as a novel form of government was introduced in the Indian provinces in 1921, it operated for sixteen years between 1921 and 1937. Finally diarchy was replaced by provincial autonomy in 1937. During the period of its operation in Bombay Presidency, many inherent weaknesses and drawbacks of diarchy which proved detrimental in its functioning came to light. Due to the combination of its defects with the adverse conditions under which diarchy had to function, the ultimate failure of diarchy was brought about. However, despite its ultimate failure diarchy did make several positive achievements in various fields in Bombay Presidency.

ADVANTAGES OF DIARCHY

Diarchy has been suggested as a pragmatic way of resolving the incessant political instability in Nigeria. It is a formula by which civilians and the military share the governance of the country in equal terms. The Army is therefore introduced into the political administration of the country on permanent basis. The rationale of the odd arrangement is the hope that by such participation, the ambition for political power on the part of the military might be curtailed.

DIARCHY IN OTHER SPHERES

The proposal hit the headlines when the great
Dr. Nnamdi Azikiwe raised it in a Sunday newspaper of 29th October 1972. Since then, it has generated intense debate and widespread controversy. One political association lately reflected that concept in its manifesto.

The diarchy formula is simply an arrangement of expediency. Its proponents expect that it will solve our stability crisis and give the nation a breathing space to move forward. But does it provide a lasting solution to contemporary Nigeria’s political crisis? Diarchy is at best a palliative not a solution.  If the army as an institution is introduced into governance as of right, why not other institutions or professions? After all, the Nigeria Police, the academia or the Church is as entitled to a share of political authority as the Armed Forces. Experience elsewhere shows that expedient accommodation of this sort may create more problems than they solve. A
soldier interested in partisan politics should relinquish his appointment and go into politics like any other citizen. This is the vogue in the United States of America, Israel and nearer home in Ghana and Chad. It is a better way than participating in governance through the back door.

Another reality in diarchy is that the presence of some military people in government will not stop others outside it from nursing ambitions for political power. Nigeria has experienced several coups d’etat against military governments. As a matter of fact, such coups are usually more bloody than revolts against civilian governments. The lust for power, wealth and positions induce military personnel to seize power by all means. Civilians and the military are strange bedfellows as colleagues in governance. There is a basic divergence in culture and orientation between military and civilian rulers. The army is autocratic with an orientation towards imposed order, command and a non-political approach to problems.

Civilians are political, accommodating and willing to bargain and compromise conflicting positions. A combination of such incompatibles may not work effectively and indeed harmoniously.

Proponents of diarchy insist that apart from direct participation of soldiers in government, the system makes them “watchdogs over the conduct of politics and public life”. Advocates of this diarchy option presume that the military are not partisan themselves or are immune from corruption.

We cannot pretend otherwise in the light of our experiences over the last fifty-eight years. Our best gamble in Nigeria is to embrace democracy by trying to make it work and learning from our mistakes and failures. It is a culture that develops by trial and error. The political history of Europe, the United States of America and Asia shows lessons in the struggle to install democratic order. Diarchy in any form will only deprive the people the benefits of the learning process. Democracy may not be perfect, but diarchy is certainly not its alternative. As Alfred Smith succinctly affirmed: “All the ills of democracy can be cured by more democracy.”

MEANING OF FASCISM

Fascism is another form of government, radically difficult to define because it has no single philosophy. Mussolini’s brand of Fascism is not exactly like Adolf Hitler’s brand of fascism, which is different from the neo-fascist views of groups like the skinheads and post-World War II beliefs. However, there are some core principles that identify a fascist movement. We shall consider these principles when discussing the characteristics of fascism.

ORIGIN OF FASCISM

Fascism refers to a form of radical totalitarian rule often characterized by dictatorial rule and the forcible suppression of its populace social, economic and physical facilitation’s within the confides of a nation state. The origin of this phrase was however first used in 1919 to describe a movement started under the leadership of Benito Mussolini, who described Fascism as an ideology of avid moral standing. Nevertheless, the principals of Fascism rotate around the facilitation of a doctrine based on totalitarian dogma or system of governance that involves itself with not only political organizations within a state but the political tendency of its social environment. Furthermore, Fascism as a process involves a hostile approach to all peaceful systems of governance. This veracity can be noted as Fascists often view the state as an entirely mental construct. Consequently, fascists often claim the nation is never really made neither can the state attain an absolute physical form due to the fact the nation-state is viewed as a mental political manifestation. Robert Paxton a professor at the Columbia University of New York also known as the elaborate of Fascism, does however describe this practice as a distinctive administration which gained wide held acceptance and popularity in the 20th century. In accordance to his beliefs, this philosophy involves the invocation of enthusiasm among a populace through the promotion of refined propaganda techniques based on an anti-liberal, anti-socialist and expansionist national agenda. Nonetheless, Fascism in today’s global epoch is commonly associated with many popular German Nazi and Italian regimes after World War I in Europe. On the other hand, Fascist ideology does however aim to create a mixed economy through the creation of a national and independent economy that is not only sovereign but self-sufficient. As such Fascists often view, Imperialism, political violence and war as appropriate means which can be used to achieve national rebirth. This veracity can be noted as fascist often claim there is nothing wrong with displacing weaker nations through territorial expansion.

CHARACTERISTICS OF FASCISM

  1. EXTREME NATIONALISM IN FASCISM/ULTRA-NATIONALISM

The first pre-dominant characteristic of Fascism as an ideology is however known as Extreme nationalism or Ultra nationalism. Whilst most cosmopolitan conservative ideologies are based on the principals of international cooperation and an elite culture, extreme nationalism with regard to the ideals of Fascism does nevertheless promote the interest of one state or populace directly over that of another. Extreme nationalist or ultra-nationalists heavily rely on propaganda as a means to spread information to achieve a particular goal.

Moreover, advocates of this process use Propaganda as a means to manipulate the human emotions of fear and insecurity with regard to a populace. This is often carried out in an attempt to influence citizens to support a particular association or opinionated movement. Conversely, nationalist movements are often turned ultra-nationalist by social or economic cries from a populace, the emergence of a charismatic authoritarian leader or beliefs of long standing national superiority. An example can be noted through an observation of Germany’s political milieu after World War I. After World War I Germany existed in a realm of economic turmoil riddled by the dimensions of poverty due to the fact that post war compensation forced the administration of this constituency to pay billions of dollars back to the countries it engaged with violently during the War. Consequently, the emergence of Adolph Hitler and his promise of a stronger Germany and the racial superiority of the Arian race ultimately gained such a large following that he and his National party were able to ascend to the role of leadership. Umo Eno: The New Face of Nigerian Politics

Nigeria’s political landscape is witnessing a significant shift. Indeed, there is something unique and exceptional happening in Akwa Ibom State, and it is time for the entire nation to rise, applaud, and emulate Governor Umo Bassey Eno.

 

In just barely one year in office, Governor Eno is carving a niche for himself with his leadership and governance stye, which are rooted in the values of unity, empathy, humility, integrity, and prudence. Many now refer to him as the new face of Nigerian politics.

 

For those following Governor Eno’s activities, this moniker is not mere flattery. In words and actions, he has demonstrated traits that are rare in our political space. Even those traits hitherto exhibited by others, he is taking these traits to a new level. He is the true epitome of politics without bitterness.

 

Many politicians claim to operate an open-door policy and make decisions without political bias, but their actions often tell a different story. In his inauguration speech, Governor Eno stated, “Elections are over, and our kindred spirit must be renewed and deepened. We are all Akwa Ibomites first before politics. Politics must not separate or sever the ties of our brotherhood, common heritage, and aspirations. I pledge to be Governor for all, irrespective of political persuasions.”

 

Governor Eno understood from the start that no party has a monopoly of knowledge and that reducing the political temperature in the state would help him succeed. A toxic atmosphere stunts growth, no matter how good or intelligent a person is.

 

As a “Talk and Do” leader, he has extended his hand of friendship across party lines more than any other contemporary Nigerian politician. This is exemplified by his decision to fly to Abuja to congratulate former governor, Senator Godswill Akpabio just hours after he was elected as President of the Nigerian Senate.

 

This action drew mixed reactions in the state. Some political leaders in Umo Eno’s PDP were unhappy, feeling the move was uncharitable to his supporters after a bitter and divisive election season. However, as a thoughtful, earnest, decent, dignified, farsighted, and focused leader, Governor Eno knew that, as a pastor, there is no substitute for Unity and Faith. Even the Nigerian coat of arms shows that what usually follows are Peace and Progress.

 

This move has become his guiding principle, he has embraced All Progressives Congress (APC) members who received federal appointments and opened his heart to leaders from other parties. It is no wonder Nigeria’s Minister of State, Petroleum Resources (Gas), Rt Hon. Victor Ekperikpe Ekpo described him as a blessing and vessel of peace. According to the Minister, “As a Pastor, you have not disappointed the pulpit; as a politician, you have not disappointed us. As Governor, you’re the champion of unity in Akwa Ibom State. You are a unifier.”

 

Despite rumours that this open-arms and fatherly gesture may precede a crossover to APC, Governor Eno affirms that his rapprochement with APC political appointees and working closely with President Bola Ahmed Tinubu makes good business sense, as it would yield fruits and democratic dividends for the state and its people. Collaboration and cooperation trump confrontation any day for the astute entrepreneur.

 

The dividends of this relative peace are now evident as he is making giant strides in agri-business, rural development, infrastructural renewal, education and more, without traducing his predecessors. In rural development and road construction, the governor has continued projects started by the last administration and initiated his own in all 31 local government areas.

 

Statistics show that over 280 kilometers of road are ongoing, with some completed and commissioned before his first anniversary. Because of the quantum of projects, some now call him “Mr. Projects Pro Max.”

 

A few of the road projects brought to fore his responsive and empathetic leadership style. Take for example the 1.3 kilometers underground concrete flood control and reconstruction of a section of Atiku Abubakar Way, Uyo, complete with walkway, drainage, and solar street lights. After receiving a tip about the road’s flood-ravaged state from a concerned citizen, he verified it personally and awarded a contract for its immediate reconstruction to prevent a recurrence by the next rainy season. The road has since been completed and was commissioned by former President Goodluck Ebele Jonathan.

 

Governor Eno’s empathy shines through his actions. Moved by the inflation biting the land, he established the Akwa Ibom Bulk Purchase Agency through which a Food Voucher scheme was launched. Beneficiaries selected from the updated National Social Register now receive 5kg bags of rice, beans, and garri. Emphasizing that the food voucher programme is a stopgap, he has begun an aggressive “Back to Farm” programme, where the state is supporting farmers and requiring political leaders to engage in agri-business.

 

To show his seriousness, he is setting up his own farm too while declaring every first and third Friday of the month as work-free days to enable civil servants embrace farming. Of course, one cannot forget his partnership with Songhai Farms. A Model Farm is already sprouting in Nsit Ubium LGA.

 

Governor Eno consistently states that his mantra is building from the bottom up and touching the poorest of the poor.

 

Another evidence of this is the ARISE Shelter Initiative, fondly called ARISE Homes. In the first phase, 100 poor people across the 31 LGAs will be gifted brand-new 2-bedroom houses.

 

His model Primary Health Centre projects are a lullaby to rural dwellers. These centres have consulting rooms, a theatre, doctors, nurses, matrons and quarters, a laboratory, ICT and records unit, a modern kitchen, solar-powered electricity, a standby generator, and 214 medical equipment and consumables. To ensure proper staffing, 200 more health workers are to be recruited.

 

Furthermore, he initiated medical outreach programmes in the three senatorial districts which reached thousands, with hundreds of surgeries and treatments performed on-the-spot.

 

Ensuring peace is also the motivation for building goodwill with organized labour, apart from many perks for workers, he has released over N18billion for gratuities, leave grants and pensions.

 

People living with disabilities have not been left out, with a N100 million facility for students and grants of N250,000 per undergraduate and N300,000 for postgraduate students.

 

Understanding his own grass-to-grace story, Governor Eno genuinely cares about helping people earn a decent living. This mindset led to the establishment of the Ibom Leadership and Entrepreneurial Development Centre. Through its Entrepreneurship Accelerator Programme (EAP), the government has trained 800 budding entrepreneurs and given them N400 million in grants. His plan is to train 5,000 entrepreneurs before the end of his tenure, with N2.5 billion in grants. The economic effects of this will no doubt be massive.

 

In addition, he has completed the state-of-the-art Dakkada Skills Acquisition Centers (DASAC), reputed to be the first-of-its-kind in Nigeria.This facility which now has a governing council will train people in various skills in agri-business, woodwork, plumbing, ICT, Tailoring etc.

 

Governor Eno wants to equip youths with resources to make their own money and employ others, rather than wait for handouts.

 

In just one year, Akwa Ibom is really rising. As a matter of fact, Governor Umo Eno has shown competence, capacity, and character. He has pursued his economic blueprint, the ARISE Agenda, with such gusto without borrowing a single kobo. So, describing him as the new face of Nigerian politics is not enough, we should also call him “Mr. Performer.”

Umo Eno: Taking Rural Development To Dizzying Heights

Akwa Ibom, blessed with crude oil, gas deposits, agricultural, other natural and human resources; a scenic, beautiful and climatically-favourable landscape; alluring, magical and magnetic destinations; fascinating and exciting people, with a rich variety of nutritionally-rich cuisines is one of the luckiest states in Nigeria.

 

Why? At this time in the history of Nigeria where the populace is groaning under the weight of high inflation and economic hardship, the state has as its Chief Executive, Pastor Umo Eno, a cerebral, clear-headed, tried and tested entrepreneur whose ability to turn poverty to prosperity is second to none. The kind of individual that would be described with the street lingo as ‘Man wey sabi”.

 

In Nigerian politics, there is a seeming lack of fidelity. People take the promises of politicians with a pinch of salt because very few of them have fulfilled their promises after elections.

 

But Pastor Eno who is built from a different mould is a Promise Keeper. He has weaved truth, honesty and simplicity with humility, integrity and hard work, to create a change in people’s perception of people in politics.

 

Since assuming office on May 29, 2023, Pastor Eno has been working like someone who has 25 hours a day. He literally has been everywhere in the state and has steadily been executing his economic blueprint captured in the ARISE agenda, an acronym for Agricultural Revolution, Rural Development, Infrastructural Maintenance and advancement, Security management and Educational advancement.

 

Though Governor Eno has delivered impactful projects in many sectors, we would be highlighting more of what he has done for rural areas and those who live in the rural communities, which we all know make up the bulk of our populace.

 

It has always been his desire to close the gap of development between the urban and rural areas of the state, especially today that connectivity has made the world a global village

 

It was this reason that he appointed 368 Personal Assistants (PAs), with which, according to him, he wants to have his ears and eyes in all parts of the state.

 

As expected, some did not understand the rationale for such appointments but guess what, after the establishment of the Bulk Purchase Agency and the launch of the Food Voucher Scheme, these PAs, who have all been trained and given tablets are the ones disbursing the vouchers using the updated social register and now gathering information real time from the people at the grassroots for other developmental projects.

 

The same PAs and the leaders at the various communities are the vehicles he is using to advocate his “Back To Farm” initiative. The governor believes that since the voucher scheme is a stop gap measure, agriculture is the more sustainable model to feed people, eliminate hunger and reduce poverty in the rural areas.

 

 

Then he announced the one project per local government area programme. What he did was to gather stakeholders from each local government area, and ask them to choose for themselves any project of their choice, ranging from a model school, a model primary health centre, a water scheme or a modern market.

 

The needs assessment for every project was done by the communities themselves, he was therefore attacking their most pressing need and to ensure accountability, he established a Project Monitoring domiciled in the Governor’s office to track progress of these projects. Right now, some of those projects have been commissioned while have reached different stages of construction.

 

At the commissioning of one of the completed primary healthcare centres in Ikot Nkwo, Ibesikpo-Asutan LGA, the Governor reiterated his administration’s vision in this direction..

 

“What we are witnessing here is a great move to bring primary health care closer to the people in line with our ARISE Agenda with emphasis on rural development,” he said.

 

While also commissioning two of the model primary schools in Uyo LGA , he said “we are replicating the model schools in all parts of the state.

 

Also in the health care sector, he has so far given approval for the employment of 200 additional healthcare workers to be deployed to the primary healthcare sector. He has promised fringe benefits for those who would work in the rural areas.

Knowing full well that government cannot do it alone, he has called on corporate bodies and individuals to deliver same quality of schools or health centres as part of their Corporate Social responsibility.

 

It is a known fact that Akwa Ibom state has one of the best network of roads in Nigeria. With the solid foundation built by his predecessors, Governor Eno is also involved in roads.

 

Yes, he has reconstruct roads ravaged by floods or erosion, rehabilitated a good number too but he has intentionally focused on continuing or flagging off roads that are cutting through rural communities or local government areas.

 

Some of these roads include the dualisation of the 8km Ring Road 3 -Ikot Ekpene Road project which passes through Uyo, Ikono and Ibiono Ibom Local Government Areas in three federal constituencies. There is also the 8.6 km Ediene Abak – Ikot Ekan Road which passes through Abak and Etinan LGAs in two federal constituencies.

 

The 16 km Midim Aran -Ikot Inyang -Ikot Akpan Ekpenyong -Etok Uruk Eshiet -Ikot Imonte Road which cuts across Essien Udim and Etim Ekpo in two federal constituencies. The 12.5 km Nung Ukim Ikono -Afaha Obio Eno -Nung Udoe Itak Road which cuts across Uyo and Ikono LGAs in two federal constituencies.

 

While the dualisation of the 11.6km Ikot Imo -Ikot Ekpene Udo -Okon Eket will pass through Nsit Ubium and Eket LGAs in two federal constituencies, Abak, Ukanafun and Etim Ekpo LGAs will benefit from the 16km Ikot Ekang -Obio Obom-Ikot Ekpat -Abak Itenghe -Oruk Ata Nsidung -Midim -Ikot Edang Road with two bridges.

 

The 13.5 km Ikot Akpadem -Okoroete – Iko Road which starts from Mkpat Enin LGA ends at Eastern Obolo LGA. So is the 10.8km Mkpat Enin -Ikot Ekpo -Ikot Afang -Mbioto -Efa Road with a 30m bridge, with a spur to Enyenghe, which passes through Mkpat Enin and Etinan LGAs.

 

There is also the 14.28km Ikot Ubo -Odot Road, through Nsit Atai and Nsit Ubium LGAs, and the 13.5 Okopedi -Oron Road by East-West Road which passes through Okobo and Oron LGAs. There is also the 2.2km Tabernacle Road, with a 0.97m discharge drain which passes through Uyo and Itu LGAs are also in the works. Over 280.93 km have been covered in 365 days!

 

We all know that a good number of our retirees, return to their villages and that is probably one of the reasons that Pastor Umo Eno has kept his promise to the Labour unions to pay leave grants, pensions and gratuities. So far, over N18billion has been approved and released for this purpose.

His love for senior citizens also led to the establishment of the Elderly Support Scheme administered by first lady Pastor Patience Umo Eno’s Golden Initiative For All (GIFA) Foundation which has been offering counseling sessions, cash and over the counter drugs to elders. In addition, the governor is planning a one-of-its-kind, Centre for the elderly with recreational and medical facilities.

His rural development mantra also informed the decision to uplift the vulnerable in the society through the ARISE Shelter Initiative. This unprecedent scheme dubbed the ARISE compassionate homes will in the first phase see 100 families across the 31 LGAs enjoy the benefit of living in new homes.

 

Seeing the hardship passed through by traders to raise finances for business growth and expansion, the Governor approved a N1.5 billion (N500m per Senatorial District) interest-free loan warehoused at the Ibom Fadama Microfinance Bank for them. This is in addition to, having earlier, ‘cleaned up’ the state’s trading hub, Akpan Ndem Market, with road, street lights, borehole water project and toilet facilities.

 

An epitome of prudent management of resources, Governor Eno is one of very few Governors in Nigeria who is yet to obtain any loan. He is value for money driven and has not been known for ostentatious or frivolous expenses.

 

According to him, “Whatever we save is to be put back in the rural areas. Every N500million I save will give me a school, will give me a hospital. I prefer a good first term. It is only when you account for four years that you would be asked to go again.I’d rather put money on rural communities. My job is to make sure that 7.9million people are satisfied ”

 

A very hands-on leader, one minute, he’s in Uyo, the state capital, the next, he’s in Oron in the southern fringes of the state. Some other minute, he’s in Ikot Ekpene, close to the boundary with Abia State. Another time, he’s in Itu, close to the river that gave its name to neighbouring Cross River State. In all the 31 local government areas, his footprints, imprints and signature are etched everywhere in the form of projects and life-touching programmes.

 

Undoubtedly, Pastor Eno’s efforts has ensured that Akwa Ibom is rising steadily. In just one year, there have been a beehive of growth and development in many facets of the people’s lives. And he has added a touch of innovation and panache to it too in a bid that those at the lowest rung of the economic ladder also feel the impact of governance.
