Brazil Still Considering Release of Article IV Report

Brazil has yet to release the 2013 annual “Article IV” report on its economy by the International Monetary Fund.

“The authorities need more time to consider the publication of the report,” according to a line in the Aug. 30 IMF press release that summarized the report.

FreedomInfo.org was told that the disclosure of the report remain under consideration by government authorities in Brazil. Disclosure delays for Article IV reports are not uncommon and deletion of sensitive material is allowed under the IMF’s rules. A FreedomInfo.org call for comment from the Brazilian Executive Director at the IMF Sept. 13 has not yet generated a response.

Last year, Brazil broke new ground and allowed the release of the report. (See previous FreedomInfo.org report.) Brazil had been a hold-out among major economies by vetoing release of the full report.

Blocking the release of the reports is strongly discouraged, but permitted.  The IMF publishes a “Public Information Notice” about all the Article IV reports, which summarize any comments from the discussion of the report by IMF Executive Board. The staff-written evaluations, which are discussed with country governments, are usually done annually. (See FreedomInfo.org report on July changes to IMF disclosure policy.)

Governments block release of the staff reports about 10 percent of the time.

The IMF Executive Board concluded the consideration of the Article IV consultation with Brazil on July 26.
