In the wake of the arrest of Keane Dean, an illegal immigrant who allegedly sexually assaulted a developmentally disabled teen, the city officials and Santa Clarita Valley Sheriff’s deputies are working to improve safety for members of the special needs community.

They’re encouraging special-needs families to sign with for the Special Needs Registry.

“It’s something that we’ve been using at the Sheriff’s Station for a while,” said Captain Roosevelt Johnson, of the SCV Sheriff’s Station. “I looked at the program and said it’s a great asset for the community but it’s not being used the way I think it should be used.”

Emily Iland, co-founder and project manager for the Special Needs Registry, developed the program in 2003 and, with the help of the city of Santa Clarita, took it online in 2007.

Johnson then asked Iland to conduct training classes for SCV Sheriff’s Station Deputy Sheriffs to teach them how to use the system and how to interact with people with special needs, he said.

“I think that’s going to help with the relationship here in the community as well,” Johnson said. “Prior to the school year ending, Emily and I met with the Hart School District representatives about sending out a brochure about this program and packets that would go out to families during of the school year to afford the opportunity to have their kids sign-up for this program.”

Deputies can use the program to access photographs of those who have registered as well as any information about medications or behaviors they should know about, Johnson said.

“This will give deputies on patrol an opportunity to access this information, get a picture really quickly, especially if a child comes up missing, and get that information out to the rest of the deputies and the community as quickly as possible,” Johnson said.

Iland says the registry can speed up the Sheriff’s investigation by providing them information in about a minute as a opposed to spending at least an hour to gather the same information.

“The Sheriff’s tell us the more information they have, the better they can do their job,” Iland said, adding that the Special Needs Registry is a “proactive tool but the biggest problem is the public doesn’t know about it.”

Officials are encouraging Santa Clarita Valley residents with special needs to sign up for the program after, more recently, a missing developmentally disabled teenage girl was found in the home of a convicted sex offender.

The parents of a young, developmentally disabled teenage girl reported her missing to the Santa Clarita Valley Sheriff’s Station Tuesday, July 14, 2015, at 9:30 p.m. after they discovered her missing from home.

While patrol deputies searched the community, investigators checked her phone records.

Deputies called a phone number found on her phone records, and a man, later identified as Dean, answered the phone. He denied knowing the whereabouts of the missing girl.

Sheriff’s deputies went to the home of the suspect, where they were allowed inside by the suspect’s parents. Deputies soon found the victim inside the garage prior to 2 a.m.

The victim told deputies she had been befriended by the suspect the previous day while at a grocery store in the Santa Clarita area and that he had sexually assaulted her, according to sources.

Dean, 26, of the Philippines and a resident of Santa Clarita, was charged Friday and pleaded no contest to one count of oral copulation of a person under 16 and one charge of performing a lewd act on a child, said Ricardo Santiago, spokesman for the District Attorney’s Office.

Dean is a registered sex offender with a conviction for indecent exposure in the city of Glendale. He is serving parole for burglary.

Dean was in U.S. Immigration and Customs Enforcement custody in October 2014 after serving for the indecent exposure and burglary, according to Lori K. Haley, a spokeswoman with ICE.

“He was released by ICE April 29 after posting a $10,000 bond granted by an immigration judge,” Haley said. “A previous request for bond was denied by the court in December 2014. However, under the Ninth Circuit Rodriguez vs. Robbins decision, virtually all immigration detainees within the Circuit’s jurisdiction who have been in ICE custody for six months or more are entitled to a new bond hearing.”

Dean was released by ICE after he posted bond and agreed to other conditions from the immigration court, Haley said. Dean is subject to monthly reporting requirements and GPS monitoring while his removal case is pending with the immigration court.

Dean was arrested and booked at Santa Clarita Valley Sheriff’s Station after the teen was found in his home, Sheriff’s officials said. He is being held in lieu of $110,000 bail.

“Records show that prior to his arrest last week, he had fully complied with the terms of his release, including reporting in person to the ICE office on multiple occasions and facilitating visits to his home by ICE contract staff,” Haley said.

Dean is due back in court for a preliminary setting date on August 18.

He’s from the Philippines. Get the facts straight before you pass judgement…

  2. Aztlan Republic want to take the southwest back!

  3. If illegal. Jail or deport him. Comes back, gets 5 yrs in prison. That’s Kate’s Law being created and hopefully will be a law asap. Enough’s enough!

    • Ur stupid Kate’s law makes no sense since they already have such laws in place for those who repeatedly come over and get caught

    • What makes a white persons life more important then the rest?

    • Wendy Garcia Wendy Garcia says:

Eileen, check your facts. We do not have a law that would be a mandatory prison sentence of 5 years and everyone’s life matters, regardless of race.

    • San Francisco is a sanctuary city. They intentionally didn’t turn him over. I have no problem having immigrants coming to this country. But why do we have to accept someone else’s problem? Why was he deported 5 times and still came back to break the law?

    • So, about those with special needs…..

    • Actually Jared, I was here to check it out since my son is disabled.

    • So why isn’t the focus that?

    • My bad 2 years for the first time the 2nd & 3rd time they come back is more

    • Wendy, according to Shirley no other life matters. If you don’t believe me go through her previous comment over SCVTV

    • Eileen, all lives matter including yours! The law isn’t here but it’s called Kate’s law and has been presented to congress. We have to do something about the crime. Certainly not all illegals commit crimes but percentage wise the number is high. My nephew was shot in the head by an illegal drug dealer who had been deported 4 times, during a traffic stop. David was a 22 yr old police officer. So his life mattered!

    • Wendy Garcia Wendy Garcia says:

Every city should follow the law period. Sanctuary cities should not exist period. Illegal immigrants need to be here legally and do it the right way and if your a fellon then to me that’s off the table. He stayed in San Francisco knowing he wouldn’t be deported or detained. It’s crap!

    • Funny that everyone is speaking as if they knew Kate… Her family was just interviewed and they say they want nothing to do with Trump and “his political views”… In other words they want justice regardless of status

    • Funny Karen, but Donald Trump had nothing to do with the push for Kate’s Law. This started on Fox, by O’Riley after the murder of Kate by an illegal man in San Francisco. He along with the rest of American, was sickened by this crime. But it sure was a timely event for Trump to mention.

I think she is mentioning because Trump use it for his own political gaining (over and over again)

    • Emily-I wish the democrats would mention it! They’re the ones who support sanctuary cities. They now have Kate’s blood on their hands. Trump used it to emphasize the problem of illegal crime in our cities. Good. The dems hang their head in shame!

    • “Sickened by this crime” why not make a big deal about these pigs?

    • I already heard ur story about ur nephew, remember?

    • Emily Chase Emily Chase says:

Unbelievable ! ?. After reading that ^^^ there is not chance for reasonable discussion at all ? there is no way someone reasonable would think that a white man is not capable of crime while there is mountains of prove for the contrary. As for color of skin there is plenty tan color Spanish due to their mix with middle eastern from centuries ago. ? it sadness me so much hate mix with so much none sense.

    • There is no hate here for any race girls. It’s about ILLEGAL IMMIGRANTS that come to this country to do evil to Americans, that come from many countries illegally! It happens to be that the majority of illegals that harm Americans are Hispanic. When is the last time you heard of an illegal Canadian,Japanese,Swedish,French, Italian immigrant who’s here illegally murder an American? Or sell drugs to our kids? You’re so defensive. The truth hurts, right?

  4. Protecting those with special needs is whats important here. You dorks salivate at the mention of “illegal” immigrants, and can’t wait to pounce. Meanwhile, the focus gets lost. Good job.

    • A guy whose profile picture is some sort of dorky ninja made a meme out of me! Fame at last! PS – Next time make sure you can see my face.

    • Any thoughts on helping out those with special needs, Stephen? Or you still want to just spout irrelevant chunks of bile about immigration?

    • Vader is overrated.

    • That’s me in the pic!
      I’m a cosplayer.

I make costumes and props for money and for fun.

Here’s one with the original buster sword! :)

    • I do have a few thoughts on how to help people with special needs now that you mention it.

We could use the illegal immigrants that commit crimes and go to prison in “prison jobs” and give the HUGE profits to agencies that help special need students.

Also if we stopped treating illegal immigrants with medical care we could also use that money to help Americans with special needs.

The welfare that illegal immigrants are using could go to American families that have special need children and give them a bigger pice of the pie. Witch would help out the parents of those kids as well.

These are just a few ideas, but feel free to poo poo all over my ideas and give none of your own.

    • I agree with you Jared. The Main point isnt seen here.

    • True. But it is Facebook. Not real life. Weird how people these days think a discussion online translates to the bigger picture.

  6. Getting lots of “likes” on Facebook is hardly an indication that the majority agrees with you. You should stop now, every post is making you look less and less intelligent. If that’s possible.

  7. SCVTV Santa Clarita… Is this what you are promoting?

    http://youtu.be/ajkAP_M4ZAM

  8. Having heard this story turned my stomach. First hearing how easily the young person was lured, I suspected special needs. I have a disabled son, my biggest fear is using the guise of friendship to harm him.

  9. Chris Deatrick says:

Scvtv: Your strawman argument is ridiculous but if you can find anyone who came here illegally 165 years ago go ahead and put them in jail.

  10. DONTTRIP says:

So just because it wasn’t under law makes it ok? SLAP YOURSELF

  11. That guy is psycho and is making all filipinos look bad yeah deport his ass already!

  12. Julie Jianni Julie Jianni says:

It’s not racist .Facts don’t lie. Illegal immigrants caused a lot of problems so far. Check your facts before calling someone a racist.

  13. Guss Rob Guss Rob says:

Ignorants lol I feel bad for them learn your history, turds

  14. On a brighter note. .nice pic of the best deputy ever!

  15. Ignorance comes in all races! But here are the facts. US citizens whites cause the highest % of mass murders………

    http://www.cnn.com/2015/06/27/us/mass-shootings/

    • David Brayton please enlighten us with the facts that you have and please not a meme from a right winged nut job. Maybe something from a reputable informant.

“Nice try moron” proves my point of ignorance.

Wait I guarantee you have none!

    • Wait here’s another……. Friday nights shooting at yet another movie theatre also caused by yet another white male! I guess we should deport him too.

Oh damn we can’t, he’s a US citizen that does no wrong! Right?

  16. I don’t like how this posts targets “illegal immigrants.” How about every time a U.S. Citizen commits a crime… They put a “US citizen blah blah…”
I think by doing this type of labeling we create hate among each other. How about we wear name tags of who we are, whether we pay taxes or not, live on food stamps, live off welfare… Etc.

Sorry scvtv but I’m unliking your page because it’s been too many times it shows clearly your political view instead of doing your job… Being a news page.

  17. Deputy Artie Thompson is awesome!

  18. Andja, glad there is press for the site :)

  19. we all seem to be targets now, is nobody safe anymore?
