The Brahmanic Hindutva State continues its genocidal campaigns on indigenous people
of India particularly on the central Indian tribal people in a much ruthless manner. The Indian
ruling classes, worried by the revolutionary movement of the people, extols all its armed
machineries to eliminate the revolutionary movement in this mission of “Maoist-Free India” by
the end of year 2024. In pursuit of its aim, RSS-BJP fascist forces have steadfastly intensified
their ongoing genocidal campaign in the name of “Operation Kagaar”. After Aapatola genocide
on 16th of April, in which the Indian armed forces brutally killed 11 unarmed comrades and 6
injured comrades out of 29 comrades, the armed forces carried out three more genocides. On
30th of April, in Tekametta and Kakur forests of Chhattisgarh-Maharashtra border region, 4
villagers of the indigenous Mariah tribe were killed by the state armed forces in a barbaric
manner while they were performing their traditional rituals. Six revolutionary cadres and PLGA
fighters were killed in this encounter. One senior most comrade, Cheemala Narsaiah (Joganna
(66) who was Regional Committee Member (RCM) was picked unarmed up and killed in a gory
manner.
On 10th of May, in Pidia village of Bijapur district of Chhattisgarh state, 12 tribal villagers
who were out in the forest to pluck tendu leaves (used to prepare beedi, the native cigar), were
killed in a savage way by the armed forces. The Gadchilori C-60 commandos in the state of
Maharashtra, killed three comrades in a fake-encounter in Kathrangatta on May 13. Central
Home-Minister, Amit Shah and the Chief Minister, Dy. Chief Minister of Chhattisgarh State
congratulated the armed forces and admired their barbaric acts as an act of bravery. They are
encouraging the armed forces to continue and intensify this bloodshed. Thousands of Police
personnel are combing the forest areas in a reckless manner. In addition to this, aerial
bombings and 81mm mortar shell firing have become a new norm of the armed forces. All
rubbish stories scripted by the police are being telecasted in the media. Media personnel are
stating that armed forces are killing tribal people out of panic. When the tribal people see the
police with modern sophisticated weapons and bombs in forest, they run out of fear. It is the
tribal people who are living in panic. They are living in extreme fear and grief. But the logic of
media personnel stating that armed forces are killing tribal people due to panic is nothing but
to legitimize state violence on the indigenous people. In media, the armed forces display the
dead bodies of the indigenous people along with bur mar (muzzle loader), which is a traditional
weapon used by the tribal people of India for centuries to protect themselves from the attacks
of wild animals. Carrying muscle loader or bow and arrows by the tribal people in the forests is
quite natural. But today, they are being killed in a manner more ruthless than the wild animals
by the armed forces of India. The Indian state has endangered the indigenous people of the
country. RSS-BJP has launched “Operation Kagaar” at the behest of the ruling classes of India
and imperialist forces. The massive corporatization-militarization of the forest areas are
underway in order to hand over the natural resources to domestic corporate houses and their
Imperialist bosses. Comrades and friends of the Indian Revolution abroad,
All these heinous acts by the Indian state on its own people are a testimony of genocides
which are going to escalate in the coming days. Mainstream media and even the alternative
media are maintaining terrific silence on these genocides. The indigenous people are
committed to protect the natural resources of the country from the plunders of Imperialist and
domestic big corporate companies. In such a catastrophic time, they are standing firmly
determined with the revolutionary movement.

Dandakaranya, in its decades of revolutionary journey, pioneered several social and cultural experiments that India needs. It has been bearing the brunt of unparalleled violence for four decades. But now, it is in the midst of a ruthless battle for the past three months.  Operation Kagar (The Final Mission), with more than a hundred thousand paramilitary forces supported by drones, helicopters, and satellite surveillance, reminds us of an invasion of the poorest of poor indigenous people. It resembles a war of aggression as if the Mission were on a hostile nation. Unquestionably, it is a gory, and an uncivil war.

Large Casualties in Kanker

On April 16, 29 revolutionaries, including at least 12 women, were killed in an attack in a joint operation by the BSF and the State police in the Maad area. They all dreamt of a beautiful life for all of us. In that quest, they bestowed the ultimate tribute to the revolutionary legacy: the tender sacrifice of their mortality. The massacre took place as part of a new war called Operation Kagar [Final Mission] by the Central Government. The North Block in Delhi deployed maximum forces to Dandakaranya [official figures -80,000] to capture the Abuzmad [Unknown Maad] area.

On one hand, the BJP is trying to win for the third time in the General Elections. On the other hand, it is trying to hold its hegemony on the revolutionary bases.  The installation of Ram in Ayodhya, the bringing of CAA as part of the conspiracy to make the Muslims pariahs from their own land, and attempts to bring a Uniform Civil Code by the saffron government to legitimize the Hindu Brahmanical culture- all are incremental steps to turn India into a Brahminical Hindutva fascist state. On the economic front, all trade, business services, and natural wealth are being brought under corporatization. War on Dandakaranya is to expedite this process. Is such a massive conflict taking place only to regain a too-remote and hitherto unknown forest area? Sounds like a fairy tale. Truth is indeed stranger than fables.

Indeed, in the age of finance capital, this internal conflagration is led by a government running under a modern constitutional democracy. This war aims to deliver vast swathes of natural resources to mega-corporations. Owing to unflinching resistance in Dandakaranya against the large-scale corporatisation of its natural wealth beneath the earth, the rulers turned Dandakaranya into one of the most extensive military zones. Militarization has not begun now but started three decades ago. It has a history of at least thirty years. The government considers the Adivasi movement a Himalayan obstacle to their corporatization designs. Ironically, the seizure of the so-called remotest areas has become a pivotal problem for the Centre.

After the Abhuj Maad incident, Union Home Minister Amit Shah expressed his ecstasy. He said that the Maoist movement was the biggest enemy of development and they would liberate the country soon. There is a clear political outlook in considering the Maoist movement as the biggest threat among the existing mass movements rising against corporatization in the country. The Central government’s slogans – We will liberate the country from the Maoist movement and hand over the country’s wealth to the corporates– reflect the same. The present Operation Kagar, though part of Operation Samadhan-Prahar, which started in 2017 and planned to realize its primary objective, is a qualitatively different military campaign.

The Farce of Inviting Maoists for Talks and the Janus-Faced State

Immediately after the BJP came to power in Chhattisgarh, two crucial announcements came out from the central and state governments. One: From Union Home Minister Amit Shah, the Maoist movement will be eradicated completely; Two: State Home Minister Vijay Sharma is ready to talk with the Maoists. There seem to be two opposing views from the Janus-faced state, but they aimed at serving a single mission. The first was extermination. So, hundreds of thousands of CRPF, BSF, and other local forces were moved to Dandakaranya. The second is the call for negotiations. The conditions for the talks are as follows: no obstruction to the construction of roads and mining in the forest area. The CM said that corporates should have a favorable environment for smooth mining, and only then would negotiations take place.

Whether the Maoists were ready for talks or not, the government felt it was immediately responsible for creating such a “favorable” environment. Within this short period, six base camps were set up in one Maad area—the most innovative way of creating favorable conditions!!

Whoever proposes negotiations between the two sides in the backdrop of a military conflict should attempt to find a political solution to the conflict. After all, any war is the continuation of politics by different means. However, Chhattisgarh-Delhi’s double-engine government has made a queer proposal for the talks. The government came forward shamelessly on behalf of the corporates and proposed negotiations to ensure that mining barons’ operations go unhampered.   One face proposes negotiations to achieve unabated corporatization, and another deploys vast forces; the call for talks and militarization go together, unsurprisingly!!

The New Offensive From the New Year

The BJP government made all these preparations rapidly, starting in the first week of December last year. On New Years Day, the security forces attacked Muddum village, near Gangalur, in the Bijapur district, and killed a toddler- Mangli- in the lap of her mother while she was being breastfed. Relentless attacks have been regular, and killings have become routine. On April 2, 13 Maoists were killed in an encounter at Korcholi in Bijapur district. For sure, all of them are Adivasis, if not Maoists. Four months into this year, 80 adivasis and revolutionaries have been shot dead in the name of encounters. Aerial bombing was also carried out for the fifth time on January 13 as a continuation of the aerial attacks carried out by the previous Congress government.

Before launching this final battle, Amit Shah stated that the next General Elections would be held in the country free of  Maoists. He meant his forces would completely eliminate the Maoists from the map of India by 2024. The BJP made such statements several times during its decade-old rule. Congress also announced such deadlines but failed to achieve them.

In fact, a brainstorming meeting (Chintan Sivir) was held at Surajkund, Haryana, on the 27th and 28th of October 2022. It was attended by the Home Ministers, the Home Secretaries, police and military officers of various states. They all discussed a dream of ‘New India’ coined by the present regime. They said that it should be realized by 2047. Around the same time, the RSS’ official press announced that 2047 was the goal of realizing the Hindu state. The Maoist movement is standing in the way of their ‘New India’ and the establishment of a Hindu state. This is not an idea that sprang up suddenly in Surjakund. The Sangh Parivar had already decided on their objective a long time ago. Unlike in the yester periods, Sangh Parivar wants the Hindu Rashtra based on Hindutva and a robust political and economic foundation. Surajkund decisions are part of that. That is why the Centre is giving immense prominence to making unprecedented war preparations and spending more than a lakh crores rupees in the budget to suppress the revolutionary movement completely.

As long as the revolutionary movement exists, there is no chance of a ‘New India’ on the foundations of corporate Hindutva. The establishment of a crony corporate Hindutva state is not just an ideological, cultural strategy for the Sangh Parivar. It is a political, military and administrative strategy for the BJP government. Central India has witnessed at least fourteen major mass struggles in the last three years. Silinger’s unarmed struggle, which started during the earlier farmers’ movement in Delhi, is ongoing. These political and economic struggles are taking place because of environmental, cultural and geographical reasons to save forests, water, and lands. Millions of people have been fighting for years on many issues like lack of bridges and roads, ill effects of mining and tourism, lethal and divisive propaganda of Hindutva, and against anti-farmer, unconstitutional laws. Governments at the Centre and the states cannot digest these mass movements. The Centre and state felt that the previous Samadhaan operation could not quell the growing mass movement and brought the Operation Kagar by equipping more teeth to the security forces.

Country Under the Iron Wheels of the Fascist Juggernaut

The entire country has been facing oppression, experiencing insecurity and watching the destruction of constitutional bodies for the past ten years. The emergency of 1975-77 looks pale before the draconian measures of the present regime. It was short-lived. But the ominous character of the present situation is too obvious to ignore. The dark decade of the saffron rule was much more vicious than the post-liberalization period ushered in by PV Narasimha Rao. When the two revolutionary parties merged to form the CPI (Maoist), there was not merely an announcement by the then PM in 2009 that “Naxalites are the biggest threat to internal security”, but it followed a prolonged unprecedented military campaign in the name of Operation Green Hunt. The Final Mission is much beyond the Operation Green Hunt, which ran from 2009 to 2017. This is the latest Operation Kagar to establish a Corporate Hindu Rashtra, which the Sangh Parivar wants to achieve.

This brutal Dandakaranya Operation Kagar against adivasis or Maoists will not end at suppressing adivasis or merely crushing the revolutionary movement. Operation Kagar is meant to be the final assault to remove its last and most formidable obstacle for bringing in the inhuman Corporate Hindutva state. Indian people’s common future depends on how best we can resist and fight the onslaught. Otherwise, India will be under a new dystopia called a corporate Hindutva state.

Narayanpur District, May 6, 2024: The West Sub-Zonal Bureau (Gadchiroli district) of the Dandakaranya Special Zonal Committee of the CPI (Maoist) urged democrats, rights activists, well-wishers of tribal people, and tribal organizations to condemn the brutal murders by police officers who opened fire in Kakur-Tekametta forest of Narayanpur district, Chhattisgarh, bordering Maharashtra, on April 30 during a combing operation.

In a press release dated May 4, the spokesperson of the West Sub-Zonal Bureau, DKSZC, Comrade Srinivas stated, “The sequence of events unfolded as follows: the police had surrounded the area from all sides by the time the people of Kakur and Mangeveda arrived to celebrate their traditional festival. Suddenly, the police opened fire, resulting in the deaths of four tribal farmers: Kovasi Pandu and Tekametta (his wife, Soni), Mainu Korcha of Mangeveda, Lalsu Kovachi and Tekametta (his wife, Susheela), and Ramulu Naroti of Mangeveda (his wife, Neela). Our party vehemently condemns the brutal murder of these farmers.”

“Additionally, six revolutionaries became martyrs in police firing at various locations in the vast forest: Joganna (Cheemala Narasayya of Vadakapalli, Peddapalli district, Telangana), a Regional Committee member Vinay (Bellampalli, Adilabad district, Telangana), a Platoon Party Committee Member Malesh (Mallepad, Bijapur district), a Company Party Committee Member Sarita, Party Members (Vetya, Kodduru, Narayanpur district), Sindhu (Musramguda, Etapalli tehsil, Gadchiroli district); and Chilaka (Komatpalli, Bijapur district). The party also urged the masses to condemn the police’s brutal massacre and ‘Operation Kagaar-Surya Shakti,” the statement added.

It further said that 60-year-old Joganna attempted to break the police cordon and flee but succumbed to exhaustion due to the scorching heat, and the police apprehended him alive. By that time, Joganna had passed his AK-47 Rifle to his comrades. Despite being unarmed, he was brutally killed by the police, declared Comrade Srinivas.

Sixty-year old Comrade Joganna tried to break the police cordon and escape. But he was tired due to
the scorching heat when the police caught him alive. By that time Comrade Joganna handed over his AK 47 Rifleto his comrades. The unarmed comrade was utmost brutally killed by the police.
The police wish to create terror among the people and revolutionaries with such massacres. However,
this only reveals police brutality and would lead to further people’s anger.

The Indian ruling classes go for one more farce of elections

India is going for elections to the 18th Lok Sabha in 7 phases starting from April 19th to June 1st 2024. The Brahmanic Hindutva Fascist BJP is well prepared with nearly all what it wants to transform the country into a Hindu state. After all its wands to woo the voters have been used up, it recently came out with the Citizenship (Amendment) Act (CAA). The Act has been in its agenda for a long time along with the Uniform Civil Code (UCC) and the present decision to implement CAA just before the announcement of the election schedule is undoubtedly meant to gain the numerically majority Hindu votes. The Act will trample the minimum rights of the people of all other religions. BJP is now up to creating havoc through its saffron forces in non-BJP ruled states and trying to make the people believe that it is the only champion to rule the country. While the electoral parties are busy trying to make alliances to defeat BJP, their disunity in seat sharing only helps BJP. The NDA and the UPA are competing for power. BJP is in the forefront with the strength of its power and the Hindutva forces. It is indulging in all sorts of hook and crook methods to woo the members of the opposition parties and split those. ED and NIA are two weapons in the hands of the ruling BJP to control the opposition parties and one who questions or criticises its policies. 

Rashtriya Swayam Sevak Sangh (RSS), the Hindutva organisation that is going to complete a centenary of its formation established BJP in 1980 to implement its agenda in the political sphere. It has around forty crore members together in its affiliated organisations spread among various classes and sections of the people all over the country. This is where BJP is grounded with its age-old, regressive ideology. These are the saffron forces that constitute above one-third of voters of the country fed with the sentiment of Hinduism, that do not hesitate to indulge in any level of brutal deeds on the people. With this given base and absolute support from the imperialists and big corporate houses, the BJP government is violating the Indian Constitution in its attempts to build ‘Vikasit Bharat’ (Hindu rashtr) by 2047. This election is very crucial for it to fulfil its agenda. 

The literal meaning of ‘democracy’ is lost in the modern world. While the ruling classes of India yet claim it to be the biggest democracy in the world, it can now be said an autocratic country ruled by the age-old Brahmanic Hindutva. Parliamentary democracy of the country proved to be fake in the past 75 years. Parliamentary elections are held with the only objective to legalise and further strengthen comprador bureaucracy. Election is nothing but one more means to stabilise the exploitation and oppression by the imperialists of the world, domestic comprador bureaucratic bourgeois and feudal classes on the oppressed people of the country. The reactionary ruling classes always unleash violence and deceit on the people in the service of the imperialists and domestic comprador bourgeoisie. In spite of the abundant natural resources the government is making the country more and more dependent on imperialist aid and technology. ‘Vikasit Bharat-2047’ road map, Make in India, Digital India, Smart cities, Start-up India, Skill India and Fasal Bima schemes and all such things are in favour of domestic and foreign corporate companies. 

When BJP came to power for the second consecutive term in 2019, it brought forth several antiMuslim, anti-nationality, anti-tribal traitorous Acts such as Triple talaq, CAA etc. It prepared ground to bring UCC and other such Acts that transforms the country into a Hindutva fascist autocratic state if it comes to power for the third time. 

The issue of electoral bonds exposed BJP government to the core. The bonds were money donated to the electoral parties in lieu of expenditure on elections. The Supreme Court directed the State Bank of India 2 (SBI) to give all details. It must convey to the Election Commission the names of bond-buyers, the dates and amounts of purchase, and the names of those benefited. The Election Commission should communicate the data on its website to the people. Bonds already bought but not deposited were ‘directed’ to be returned. 

When the SBI finally submitted the details of the 18,871 purchases and 20,421 encashments of the electoral bonds worth Rs. 12,551.1 crores, out of which BJP owns Rs. 6,060 crores, it lacked details of the alphanumeric numbers and the serial numbers that reveal accurate details. The unique number that matches the purchaser and the encashment was not provided. However, SBI is a public sector bank under the central government and the ruling BJP is totally aware of the details. Neither BJP nor SBI revealed the details in spite of such a noise about the issue from various quarters. The issue obviously involves corporate companies. This is clearly a scam by the government. It is not surprising that India is in the 93rd place among 180 countries as per the Corruption Perception Index (CPI) maintained by Transparency International (TI). 

BJP is collecting funds in a big way to spend it in elections. It is ‘buying’ the elected candidates, creating crisis in the state governments and bringing them into its fold. It is seizing the funds of the opposition parties in the name of silly matters only to help BJP come to power. So, this is not at all a true democracy as it claims to be. 

The facts about the expenditure of BJP on advertisements additionally shows the extent of its corruption. BJP spent Rs. 30 crores in 30 days starting from the end of January this year on streaming ads, mostly videos according to Google Ads Transparency Centre data. The ads boost the Prime Minister and the Union government. This is double that of the amount it spent in 2019 elections. More than half of these ads were removed by Google for violation of platform policy. BJP spent Rs. 33 crores from 2019 February to 2023 February on Facebook advertisements. These facts clearly show that the present fascist rule of the BJP in India is no more a ‘democracy’. 

Another major problem faced by the people under BJP rule, especially tribal and Muslim people was evacuation. According to a report “Forced Evictions in India: 2022 & 2023” of The Housing and Land Rights Network (HLRN), 58.7 percent of the evictions were in the name of ‘slum clearance’, ‘removal of encroachment’ or ‘beautification of city’. 35 percent were for infrastructure projects, 4.7 for environmental projects and 0.7 percent for disaster management. One and a half lakh houses were demolished by the government in which 7.4 lakh people were forcefully evicted. In 2023 alone, above 5 lakh people were evicted Delhi being in the first place. Courts always were in favour of the evictions. Eviction is not simply eviction. This is nothing but marginalisation of tribal and Muslim communities from the society. The elections would only increase riots on these communities in a bid of the BJP to instigate Hindu sentiments and gain votes. 

The inauguration of Ram Mandir in Ayodhya on 22nd January was one issue that BJP greatly used for its political propaganda. Crores of people’s money was spent for the purpose. The construction of Ram Mandir, also a part of the agenda of Brahmanic Hindutva was done at the time before elections to cash on the sentiments of the majority Hindu people of the country. It also exposed the Supreme Court’s anti-people outlook that gave judgment in favour of the construction in 2019. Interestingly, four Shankaracharyas criticised Modi for inaugurating the temple stating he violated the rules of Hindu religion in performing the ceremony. 

Modi government set a unique record in its propaganda against the ongoing people’s movements through feature films. After the infamous ‘Kashmir files’ and Kerala story’ that Modi personally also promoted in his public speeches, ‘Bastar, the Naxal story’ and ‘Joram’ in the background of the revolutionary movement in Bihar-Jharkhand were released in March. ‘Kashmir files’ was severely criticised not only in the country but also by foreign film directors for its ‘vulgarity’. The untruth in ‘Kerala story’ was exposed by film critics and media. And now, the film on Bastar where a woman police officer is in the lead role fiercely speaking about ‘crushing’ Naxalites is being widely propagated by the saffron media. This kind of movies instigate anti-Muslim, anti-revolution ideas among the people and try to strengthen reactionary ideas in the society. If BJP comes to power, it will pollute the social milieu through education, culture and other such means. 

In the past decade of BJP’s rule in the leadership of Modi, the government proved itself anti-worker, anti-peasant, anti-middle class, anti-Dalit, women, tribal and religious (Muslim, Christian) minorities. Lakhs of workers and employees lost employment in favour of modernisation of corporate enterprises. Casualisation and outsourcing of labour increased. Lakhs of small and medium scale industries were closed to facilitate big corporate tycoons. 26 crores of agricultural labour are living miserable lives. 2.7 lakh central government 3 permanent employees were removed in the name of lay off and VRS. 15 lakh workers were removed from 7 big public sector organisations. Employees, small traders, students, unemployed, women and all the oppressed sections are facing the wrath of Brahmanic Hindutva Fascism. The Hindutva forces in power are making these oppressed classes a scape goat in favour of the corporate houses. Such policies gain validity through winning the elections. 

Coming to the boast of the BJP Modi government about India becoming the third biggest economy, the everyday developments of various sectors only prove that whatever is spoken of development, it only concerns that of domestic and foreign corporate companies. As per the fresh assessment of IMF the GDP of US is 26.8 trillion dollars and per capita income is 80.41 thousand dollars. India is in the 5th place with a GDP of 3.7 trillion dollars and per capita income of 2.6 thousand dollars. As per the statistics of per capita income, our country is the poorest among the G-20 alliance. 

The loan on the people of the country is estimated to reach Rs. 169 lakh crores by 2024 March. In addition to this, the state governments made a loan of another Rs. 76,09,926 crores. The government collected more than Rs. 26,51,919 crores from the people in the name of fuel taxes on petrol, diesel and cooking gas. An amount of Rs. 1,70,000 crores are being collected per month in the name of GST. In addition to all the taxes paid by the people, the central government is collecting cess (special taxes) in education, health, agriculture, Railway, coal mines, roads, infrastructure, exports and other sectors. 6,68,400 hectares of forests were destructed in our country in 2015-2020 in Modi’s rule. India is in the 155th place among 188 countries in World Environment Protection Index in 2021. 

These facts and figures bring out the stark reality that the governments elected through elections only help imperialists, comprador bureaucratic capitalists and big landlords. These also show that people are burdened with ever increasing loan. If ever India becomes the third or even the first biggest economy of the world, the people of the country will not gain anything. 

Parliamentary democracy in India is fake. These elections that go totally against democracy and only bring the enemy classes of the people to power should be boycotted. In fact, the percentage of polling in any General election is just 60 percent. Voluntary and conscious voting is very meagre in semi-colonial, semi-feudal India. Another reality, mainly in the recent decades is that no party is gains absolute majority in elections and can form government only through an alliance. Real democracy is not possible in the existing semi-feudal conditions where money power, caste power and religious frenzy dominate. Real democracy can be achieved only through New Democratic Revolution. CPI (Maoist) is leading the people of India in accomplishing New Democratic Revolution with the axle of Agrarian Revolution in the path of Protracted People’s War amidst intense state repression. 

The party has been giving calls to boycott elections and placing a people’s alternate manifesto before the people during each election. It has given a call and placed an alternate manifesto now too. According to the strategy of PPW, people’s revolutionary state power is formed area wise in the strategic areas, expands to the plain areas and finally seizes cities of enemy strong hold. These organs of state power are now being formed in the areas of revolutionary movement at the embryonic stage under the name of Revolutionary People’s Committee (RPC). This is the path to future people’s state power all over the country. 

Alternate Manifesto of the CPI (Maoist) 

An alternate manifesto was placed before the people by the CPI (Maoist) for the General elections as a path for liberation from exploitation and oppression of the imperialists, comprador bureaucratic capitalists and landlords and formation of people’s state power. Excerpts from the manifesto – 

“…We believe that it is possible to bring a revolutionary change only through politically mobilising the people suffering from exploitation and oppression in Protracted People’s War. Such a government shall be formed all over the country only after the success of New Democratic Revolution. This new democratic state power will radically change the foundation of the present economy, politics and culture of the rotten ruling classes…”. 

“…Firstly, it is necessary to form a new state machinery and new Constitution for the new social order and its development…”. 

“…The New Democratic state machinery-Constitution shall be a democratic state machineryConstitution of workers, peasants, urban middle class, domestic capitalists, oppressed social sections and oppressed nationalities on the basis of worker-peasant alliance in the leadership of the proletariat. This shall represent the interests of these four classes, oppressed social sections and oppressed nationalities and shall be the main instrument of their development and higher transformation. In order to achieve this, firstly the relations of production that are the basis of the present exploitation and oppression must be disbanded and those relations of production that shall work as basis of New Democratic state must be established. This shall also abolish the politics and institutions that are based on the earlier relations of production that served and represented the exploitive classes. It shall eradicate social oppression and discrimination. 

“It shall take up continuous revolution in the cultural sector. It shall control the remnants of exploitive classes and the forces that represent the depowered exploitive classes and unleashes New Democratic dictatorship on them, on the imperialist agents, counter-revolutionaries and traitors of the country to educate and transform them. It makes efforts to enhance conscious and active participation of the people in economic, political, social, military, cultural, environmental and other such programs and all affairs of the state for the overall development of the people and the country and to preserve the independence and sovereignty of the country. It shall work in a planned manner in the government and with the participation of the people to do away with the differences and discrimination among the various oppressed classes, social sections and nationalities in various sectors and to take forth the society towards a new higher direction-Socialism. 

“It works legally to control bureaucracy, corruption, partiality, discrimination and other such antipeople, counter-development trends in the power machinery in the Party, government, Army and other sectors. It encourages the people and Mass organisations such as Trade Unions, Democratic political parties and cultural organisations and guarantees democratic rights to them. It immediately lifts ban imposed by the exploitive governments on the organisations and associations of movement of the oppressed people, religious minorities and oppressed nationalities…”. 

“…The new state abolishes all the unequal, anti-national agreements of the present reactionary, antipeople government with the imperialist countries that affect the sovereignty of the country. This state arms the people for the defence of the country. It enhances the role of the people in protecting the country. 

“The state establishes fraternal relations with neighbouring countries contrary to the expansionist greed of the present rulers. It makes best efforts to solve the border problems, the problem of water and other problems in a peaceful and just manner. This state never deals with the neighbouring countries in expansionist methods. 

“The New Democratic state implements the below-mentioned five principles regarding relations with countries of various social orders – 1. Regional comprehensiveness 2. Mutual respect towards sovereignty 3. Not indulging in mutual aggression 4. Non-intervention in mutually internal affairs 5. Equality-mutual interestpeaceful co-existence…” 

“…The Revolutionary People’s Committees we propose that are in the embryonic state of the genuine independent, progressive, sovereign, self-reliant, exploitation free people’s democratic federal republic of India…” 

“…We call upon all the workers, peasants, middle class, national bourgeoisie, women, Dalits, Adivasis, religious minorities, oppressed nationalities, patriotic, progressive, democratic individuals and teams to take part in the formation of this New Democratic state, to become part of this just war and to reject the imperialist sponsored state power and boycott elections to its representative assemblies (parliament, assemblies and panchayats) and the coming Lok Sabha elections”. 

This is the program of a people’s government given as an alternative to the existing exploitive government before the people and with the developing revolutionary situation, the oppressed people of the country shall continue in the path of New Democratic Revolution with the axle of Agrarian Revolution, that shall ultimately lead to countrywide state power of the people. But for now, all the revolutionary, democratic, patriotic, progressive organisations have the important task to strengthen efforts to save the country and the people from the danger of Brahmanic Hindutva Fascism.

Protest against the Anti-Muslim and Hindutva fascist’s Citizenship Amendment Act!
Ignoring the people’s protest all over the country Brahmanic Hindutva Fascist BJP’s government at the
center under the leadership of Narendra Modi has implemented anti-people, especially anti-Muslim Citizenship Amendment Act (CAA) through an ordinance. The Central Committe of CPI (Maoist) strongly condemns this decision of the BJP government and appeals to all progressive-democratic intellectuals, students, youth, pro-people journalists, human rights organizations, peasants, workers and Muslims to build militant protest for the abrogationof CAA.
Instead of tabling the CAA in the Parliament, Modi government’s act of implementing CAA through
ordinance is nothing but a conspiracy. Modi government has taken such wrong method to rescue itself from deep discussions on the CAA and mass protest against it. Just one day before the holy month of Ramadan CAA was implemented and on the day of Ramadan, Modi expressed well-wishes to Muslims was nothing but making fun of them. One has to note one more point that in the BJP ruled state of Uttarakhand, on that very day anti-people Uniform Civil Code (UCC) was passed by the State Assembly for implementation. All these depict the anti-Muslim policies of the BJP-RSS and its hatred towards the Muslim community.
In fact CAA is influenced from Hindu religion and is totally antagonistic towards Muslim. To deny citizenship of a community of a particular religion and to terminate their citizenship is what the inhuman CAA law is designed for. To cover up this, Prime Minister Narendra Modi is propagating that CAA is related to giving citizenship to religious minorities from Bangladesh, Pakistan, Afghanistan. This apart, CAA will forcefully deport 40 thousand persecuted Rohingya Muslims that turns their life in danger. This law was made and is now being implemented in violation of the Indian Constitution which talks about secularism. Indian fascist rulers are ignoring the present Indian Constitution. Remember that RSS-BJP has brought CAA to fulfil its agenda of Hindu-Rashtr. Modi’s developed “New India” is in reality Hindutva fascist India which is against the exploited and oppressed classes and especially against
particular social communities, the Muslims, Christians, and Buddhists. It is also a den for corporate plunder of the country’s resources.
Today RSS-BJP and its affiliated organizations have become a threat to the nation and people. Our Central

Dear electorate and the people,
After the completion of the programs of the Prime Minister of India and extreme terrorist organization for Election temptation, the Election Commission of India after coming out from its crisis declared that the 18th Lok Sabha Election will be held in 7 phases. In the Naxal affected region of the country, it declared to hold the election in the1st phase i.e., on 19 April. On June 1 with the conclusion of 7th phase of the election, the fever of election will descend. From June 4 the declaration of results will begin. To know about boycott of this putative Parliamentary Democratic election, we will first begin with the story of Election Commission.
Just before the announcement of the election, why did the member of Election Commission gave his resignation from his responsibility? is not an hairsplitting question. It is clear that because of the dictatorial behavior of the present government the honorable member gave his resignation. Later on, the government elected two new members to Election Commission and sinked it in a saffron colour. Under their tutelage how far the forthcoming Lok Sabha Election will be free, fair, and transparent is well-known to the whole world.

With the implementation of election’s moral code of conduct in the country, the RSS and BJP’s rulers’ bossing around have crossed all democratic limits and they have come down heavily on the state governments. It makes clear that there is no question of conducting free, fair and transparent election. By transferring senior officials of the States, Commission executed the election process.
Dear electorate, now we will understand that why only our Party gives call for the election boycott?
Our Party’s understanding is that it is an established fact that whether it is in any country of the world where the election process happens in the so-called democratic manner, whether it is in Britain or the US, the basic transformation over their has not happened till now. Over their the formation of non-exploitative society have not taken place. From this it is apparent that from the bourgeois parliamentary election the establishment of real democracy is not possible. This task was successful in Russian and China’s revolutions. That is why our Party is of the opinion that in our country through bourgeois parliamentary election exploitation free society cannot be formed. By
revolution only the people will be able to achieve that. It has been proved by history. Crisis free, exploitation free, corruption, caste system, communalism, illiteracy, poverty, human trafficking, black market, inflation all these capitalist social effects can only be solved in democratic and Socialist revolution. That is why our party appeals to all the people and electorates to boycott this farce democratic election. Towards the election, this is our party’s ideological principal.
Now we will try to understand that who will win in this election process? Whether minority or majority will win the election, this is also an important issue. In our country’s election not more than 50 percent voting happens. It means that the remaining 50 percent electorate have no business with the election. They unconsciously boycott this election by themselves. Another thing is that with our election system, only minority governments are formed.
Because, the casted 50 percent votes gets divided among different parties and independent candidates and those who gets the most of the votes are declared as victorious. This proves that in the name of democracy the rule of minority is enforced. That is why it not a true democratic system. From participating in such an election, boycotting it, is much better.
Now it is necessary to know how far in our country elections are held in a democratic manner. In our country caste based elections occurs because due to the lack of democratic consciousness this pathetic condition persist. In our country’s elections the purchase of votes are increasing every day. In Telangana for each vote is auctioned at ₹3,000 to ₹5,000. Can the Votes purchased by money represent any sort of democracy? Never. In this two and half months, we can see how much cash, liquors, gold and silver, and narcotics products were seized by the police personnel and
after perceiving all these we can understand how can India be a democratic country. During the election time, in order to tempt the voters, one can find list of guarantees-Modi’s guarantee-in all political parties’ manifesto. Political leaders promises to give freebies to attract voters itself depicts the conditions of the people in our country. This time in order to cross 400 marks, the saffron brigade started it’s propaganda of “Vikasit Bharat” and propagating Modi’s guarantee by misusing government machineries and deploying 1,500 vehicle caravan, covering 740 districts six
months before the elections. In any true democracy this never happens. Elections are held at the gunpoint, people are threatened, attacked and tortured to cast their votes to the political parties. That is why it is better to boycott rather than becoming corrupt by participating in it.
To which political parties to cast votes, we will Now we will try to know about this issue. In real democracy, the electorate first scrutinizes what are the policies of the several political parties. Who is promising to administer the country from what economic and political policies? But the principal issue in our country is that the honorable electorates will not get answer to this perplex questions. Every Political Parties are stitched from the same piece of cloth. Either it is right-wing or left-wing, whether it is a liberal political party, one can find not an iota of difference in their economic and political policies. From Mamata’s TMC in Bengal to Maharashtra’s Great Alliance, from Kashmir’s
National Conference to Tamil Nadu DMK and AIDMK, from Kerala’s left-wing to Tripura’s right-wing or AAP in Delhi, one can find minuscule differences among them. Among all these political parties, at present the dominance of the RSS and its affiliated organizations’ hindutva policies is posing threat to the country’s diversity and so-called sovereignty, Constitution and Secularism. These Hindutva organizations are aggressively selling the country’s valuable resources under the leadership of Narendra Modi to corporate houses in perks. Particularly, the Modi’s government is baldly selling the resources to crony capitalists. That is why our Party appeals to all people and the
electorate to not to give a chance to ruling government of RSS-BJP, who are the real enemy of the people, to propagate for the election. Chase them away by exposing their divide and rule policy. Raise questions to other political parties that what is their stand on the prevailing people’s issues? Every political parties will propagate their policies among the people but it depends upon the people that to whom they want to give this chance?
Now we look into our call for election boycott. How far it will influence the voters? With full confirmation we will say that in our struggle areas the voters have clarity that our call for election boycott is correct. Even the political parties will also agree with our questions but by giving excuse of violence they flow away with the dominant perspective.
This apart, majority of the people in the country are unaware about our election boycott intention. For this reason those people due to the lack of alternative are tempted and cast their votes. Our Party is having this serious issue of taking our call to that majority of people. We give challenge to all Parliamentary Political Parties to come forward with fair, transparent and free manner and keep their policies in front of the people. We will come with our Alternative programs and establish our boycott election stand in the people. Then the real truth will come out. With guarantee we can say that the political parties will not able to hold their ground.
In 70 countries elections are being held in 2024. Apart from the people even the opposition parties are boycotting the elections. In Bangladesh without the participation of the political parties election was conducted. While exposing the prevalence of corruption in election of Pakistan, the entire Election Commission resigned from their posts.I n Russia, Putin became the President for the consecutive time by the crushing the opposition. In India too, the condition of the opposition parties are pathetic. The ruling party through the use of ED, NIA and other state machineries is creating panic. To lure women’s votes Women Reservation Act was legislated. To centralized the so-
called Hindu votes, consecration of Ram Temple took place. Just prior to election, RSS-BJP played its Hindutva card by taking the decision to implement CAA. During the time of election, the Chief Minister of Jharkhand and Delhi were arrested. In the lieu of all these activities, the democratic forces of the country are aware of the danger of Modi’s victory in the 18th Lok Sabha Election and that is why they are gird up to defeat him. This is the ground reality.
Hence, we appeals to the people of the country to chase away Brahamanic Hindutva Forces which is the main enemy.

Till the demands are fulfilled, continue the struggle and extend it
The Central committee of Communist Party of India (Maoist) expresses its solidarity to the ongoing
farmers’ movement under the leadership of Samyukt Kisan Morcha (Non-Political). It also condemns the
abominable cruelties like the use of drones to fire tear-gas, use of rubber bullets and bullets by the armed forces that injured hundreds of farmers. Many became blind and deaf and two farmers were killed in police repression.
It states that laying down of spikes and nails and barricading the roads on the border of Haryana in order to stop the farmers’ march to Delhi are not only undemocratic but also a terrorist act.
The Central Committee appeals to the Samyukt Kisan Morcha to carry on the movement until the just
demands of the farmers and agricultural labourers are fulfilled and also to extend the movement in the other states. The Central government of the BJP under Modi is putting all efforts to divide the mass movements and their leadership and to separate it from the broad masses in order to crush it. In such condition, our CC appeals to the Samyukt Kishan Morcha (SKM) to take steps to form United front of the farmers to build movement in all states by uniting all the existing farmers’ unions.
The success of the 16th February strike of Rural and Manufacturing sectors under the leadership of SKM
and several Trade Unions states that the people of the country are conscious of the issues and demands of the farmers and workers. In this context our Party brings to the attention of the masses of the country that the present farmers’ and adivasi movements are not confined to their own issues. These movements are also the movements for protecting the wealth and natural resources of the country. Hence, our Party appeals to the people, democrats, students, youth, artists, writers, patriotic forces to stand in support to the ongoing farmers’
movement like they did in 2021.
It is a fact that the Central government of Narendra Modi bowed down before the 2021 farmers’
movement and withdraw the three anti-people and anti-nation farmers’ bill which were brought to destroy the agriculture of our country. At the same time, assurance was given by the Modi’s government that it will fulfill all the demands of the farmers. But after the completion of two years, Modi government has not fulfilled its promises.
Modi’s promise to double the income of farmers proved to be a cheap prattle. On the other hand,
farmer’s suicides are not taking the name to stop. MSP guarantee for all crops, withdrawal of the Electricity (Amendment) bill-2020, waiving of farmers’ loans, reduction in the prices of agricultural inputs like seeds, fertilizers, pesticides, and agricultural machineries, increase in subsidies in the budget, providing compensation and government job to the families of those farmers who died in the farmers’ protest, to punish the culprits of Lakhimpur-Kheri killing, termination of all international agreements made in agricultural sector, minimum pension of ₹ 5,000 for farmers and agricultural labourers, provision of ₹ 700 per day to MNREGA workers for at least 200 days and many other demands are kept in cold storage by the BJP government. Whereas for the construction of Airports, mining and industrial infrastructure projects, land acquisitions are happening in a rampant manner. This clearly proves that Modi’s government in the center promises only to cheat and divert the people.
Labour laws achieved by the working class through historic struggles are abolished and instead of that
the central government made 4 pro-capitalist labour codes. Minimum Wages Act is not implemented in any manufacturing sector. 12 hour working day is forcefully enforced. Workers demanding their rights are attacked by capitalist goons, lathi charged by the police personnel and are stuffed in jails.
Adivasis obtained 5th Schedule, rights of Gram Sabha through PESA, a constitutional right that is violated
by the Modi’s government. New Forest Conservation (Amendment) Act, 2023 displaces the adivasi from their lands and so it is anti-adivasi in nature. This apart, the demands of the adivasis struggling for more than 4 years in Chhattisgarh, Maharashtra, Bihar, Jharkhand, Andhra Pradesh, Telangana and Odisha for right to Land-Forest- water-resources and survival-self-respect are not fulfilled. In fact, Central and State governments are unleashing

2 repression on those protests. In Dantewada, Bijapur, Sukma, Kanker, Narayanpur districts of Bastar alone, 17 adivasi farmers were brutally killed in fake encounter between 1st of January and 25th February. Atrocities on women, brutal beatings, illegal arrests, long term punishment, have become normal in Dandakaryana (DK). In this repressive nation, in the areas of Adivasi struggles, militarization is being carried on with great intensity. In the last five years around 200 police camps and central reserve police camps have been established.
The promise to provide employment to youth is nothing but a jhumla. Humiliation, attacks and atrocities
on Dalits and Muslims have increased. Ignoring the protests against UCC and CAA all over the country, Modi’s government is all set to implement it.
The resolution of Narendra Modi to turn India into “New India” and “Developed India” by 2047 is in
reality to transform India into a hub for domestic and foreign corporate development, that is to make India a base for corporate loot. In addition to this, by crushing all those voices being raised against this corporate loot and turning India into a Brahmanic Hindu rashtra is also the motive of RSS-BJP.
It has to be remembered here that the ideology of Brahmanic Hindutva fascist RSS-BJP, its politics, work
and its history all are against farmers, workers, Adivasi, Dalit, women and minorities especially Muslims. It is against the vast nationalities. RSS-BJP are against their economy, culture, religion and social lifestyle. In the name of “One India-Great India” it is spreading jingoism and implementing foreign corporate policies without any control.
In the light of the above-mentioned condition, our Party appeals to all farmers, workers organizations
of the country, farmers’ Samyukt Morcha, Adivasi, Dalit, women, religious minorities especially Muslim and nationalities of Kashmir and North-Eastern region to unite on the basis of issues and demands, and build a broad movement against the main danger of the country, the Brahmanic Hindutva fascist BJP government.

In our long history of people’s democratic struggle, 23rd March hold a specific revolutionary place in the
history of class struggle for all those hearts that beats for a just – equitable society, and at the same time that despises Imperialism vehemently. On 23rd March, Comrades Bhagat Singh, Sukdev, and Rajguru were hanged by the British colonial power in order to crush the ongoing anti-colonial freedom movement. They were influenced by the success of Bolshevik revolution that had left overwhelming impact on these three Indian revolutionaries that led to the formation of HSRA (Hindustan Socialist Revolutionary Association). In the formation of HSRA Comrade Baghat Singh played a fundamental role, and he clearly stated that ruling classes whether of white skin or black skin, we have to continue our struggle against the loot and plunder of all exploiters. But the same exploiters who colluded with the imperialists forces are today celebrating their martyrdom and particularly the leadership of RSS who bitterly opposed Bhagat Singh and his cause. Today BJP the political organ of RSS is upholding all freedom fighters including Com. Bhagat Singh and his comrades. They have no moral right to even speak about freedom fighters and to hijack the freedom movement and now they are distorting it. Our Party CPI (Maoist) pays its revolutionary homage to them and will fight for the fulfillment of their revolutionary dreams.
After the formal independence in 1947 India became a semi-colonial country, and the Indian ruling classes:
comprador big bourgeois and big landlord continued to serve their imperial masters without any hesitation. Entire economic policies of the Indian ruling classes after 1947, was designed to serve the interest of imperialism and native elites. Comprador bourgeois and landlord classes as the owners of the significant number of means of
production of the country implemented distorted development industrial policy that benefits them, and their Imperialist bosses. Emphasis on industrial policy was to assist the needs of the 1 percent of elite population of India.
With the entry of finance capital (both in the form of loans and investments) vast scale of dispossession and displacement of the oppressed people happened on an unprecedented manner. Toiling masses of India continued to face unbridled exploitation in more intense manner than before. After 1990s, under the dictates of imperialist forces, Indian ruling classes implemented Liberalization, globalization, and Privatization policies in the country. This measure was a cakewalk for the foreign imperialist capital to loot and plunder the Indian resources, and to accumulate more and more profits. All parliamentary mainstream political parties, irrespective of their party flags have flawlessly implemented LPG policies. This has broken the backbone of Indian economy and has caused unspeakable misery to the toiling masses.
After BJP came to power in 2014 under the leadership of Narendra Modi, it has turned India into an open
field for the loot and plunder of the country by the foreign capital under the flagship programs of Make in India, Digital India, One Nation-One Tax, Start- UP India, and many other flagship programs. BJP has enacted several pro- imperialist policies that are against the interest of the board masses of the country. At one hand it is handing over the resources of the country to foreign MNCs, and at the same time it is spreading religious enmity in the country through its agenda of Hindu Rashtra. Com. Bhagat Singh was absolutely against all pro-imperialist policies and communal ideology from which RSS and BJP orginated. Bhagat Singh was totally against Hindu-Rashtra or the idea ofnation based on religion or race. He upholds the idea of scientific reasoning, secularism, and socialism. But, today the Brahmanical Hindutva forces are distorting com. Bhagat Singh ideas to fulfill its agenda of Hindu Rashtra.
Development in India happens by the usurpation of the lands from the oppressed people. Imperialism to come out from the general crisis look for cheap natural resources that are available in the third world countries. India has abundant deposits of natural resources that mainly lie in the tribal belts of central and Eastern India. To plunder the resources of India, Imperialism has backed every fascist onslaught of its pliant state on the indigenous people of India. To crush the revolutionary Maoist movement in India, the Indian ruling classes in collaboration with the imperialist carried out several fascist counter-insurgency programs like Salwa Judum, Sendera, Operation Green- Hunt, Operation Samadhan, and now it has unleashed Operation Kagaar. All these fascist genocide of indigenous people was funded, directed and aspired by the global finance and Comprador bureaucratic Capital. In its crisis ridden state, Imperialism has become ferocious, and has given rise to fascist political system in India. Massive deployments of military forces are going on in Central India to expedite the plunder of the natural resources from
the Adivasi region. People’s resistance to corporatization and militarization of their villages, lands, and forest are being brutally crushed by the Indian state under the BJP’S rule. Every day newspapers in Chhattisgarh carry horrific news of killings of Adivasi by the police forces. It is not happening for the first time, and neither is going to stop until and unless this moribund system of loot and plunder is uprooted from India. The very foundation of capitalism is laid on the massacre of the indigenous population in Africa and in Latin-America. Imperialism in 21st century has developed more brutal machines and deadly weapons to unleash massacres on the struggling masses. Today, the people of India (especially in Central and Eastern India) under the leadership of CPI (Maoist) are fighting against this enemy’s machines and methods.

Hyderabad District, March 21, 2024: The Central Committee of the CPI (Maoist) has called upon all democratic forces and others including peasantry, Dalits, women’s organizations, and others to celebrate March 23 as an anti-imperialism day with revolutionary spirit and enthusiasm.

It also appealed to the masses to conduct seminars, meetings, rallies upholding the ideas of Bhagat Singh, Sukhdev and Rajguru; and to expose the alleged treacherous design of the Hindutva forces to saffronize Bhagat Singh and his comrades who laid down their lives fighting the imperialist forces.

A statement issued today in the name of Comrade Pratap, spokesperson for the Central Regional Bureau of the Communist Party of India (Maoist), has emphasized the need to combat imperialism and Brahmanical Hindutva fascism, advocating for a New Democratic India.

“March 23 holds historical significance as it was the day Bhagat Singh, Sukdev, and Rajguru were martyred by British colonial powers,” Comrade Pratap said, adding that the ruling Bharatiya Janata Party (BJP) had no moral right to even speak about freedom fighters and to hijack the freedom movement.

Comrade Pratap criticized the post-independence economic policies, accusing ruling classes of serving imperialism and exacerbating exploitation. Pointing at the BJP government led by Narendra Modi, Comrade Pratap accused it of facilitating foreign capital exploitation through various flagship programs. He also criticized the BJP’s alleged promotion of Hindu Rashtra ideology, contrary to the secular and socialist ideals upheld by Bhagat Singh.

Patiala, District, February 17, 2024: Amidst the ongoing farmer protest, the Communist Party of India (Maoist) has extended its support to the demonstrators stationed currently along the Punjab-Haryana border.

According to a copy of the press release issued by the Maoist party, the Maoists have extended their support to the one-day shutdown call given by the farmer unions on Friday, February 16.

Via the press release, the Maoist party has alleged that the incumbent union government is corporate friendly and has been treating the farmers as enemies of the State. Further, while making an appeal to the masses for their support to the said protest the Maoists in the press release alleged that the government has continued to bar the entry of the farmers at the Shambhu village border.

The press release further claimed that all the demands of the farmers are legitimate but the government is not willing to fulfill them.

Fascism has its particularities so differs in forms and carries specific characteristics in different concrete
conditions. In Indian concrete conditions, the nature of fascism is Brahmanical Hindutva Fascism. Rise of Hindutva forces to political power is fundamentally aligned with bogus Indian Parliamentary democracy.
Even at this unprecedented moment of crowning glory, the Hindutva saffron brigade is showing no such
serious threat to the parliamentary system as because the latter is proving to be no real threat to its
kingdom of animosity. Such poses a serious question to the very set up of parliamentary democracy.
Ambedkar has rightly opined in his ‘State and Minorities’ that political democracy never been an aspect
of Indian state, but on the contrary Indian democracy is predominantly communal majoritarian upper-
class democracy. Hindutva Fascism in India finds its breeding ground in the farcical structure of
parliamentary democracy. We will try to understand the politics of Hindutva forces in the background of
the inauguration of Ram Temple on 22nd January.
The construction of Ram temple in Ayodhya and its consecration by PM Modi has taken the ignorance
of our argumentative minds to a next higher level. Mainstream media who are nurtured under the care
of Narendra Modi government and RSS has played formidable role in perpetuating such ignorance and
denial of truth deep into the veins of our society. We failed to resurrect our critical thinking and became
slave to the state sponsored banality of lies regarding Indian civilization, religion, history, and the idea of
India. With all its fan flare and media sensualization, consecration of the Ram temple was able to
inadvertently normalize the injustice suffered to the Muslim minority due to the demolition of the
historic magnificent Babri Masjid structure by the Hindutva Strom-troopers. The effect is so ignominious
that there was an enforced support for the Ram-temple event by the Muslim community. PM Narendra
Modi’s speech on the day of Ram temple consecration on 22nd January that the birth-place of Ram has
become free from hundred years of destruction directly contradicts the Supreme Court judgment on
Ayodhya delivered on November 9, 2019. In the judgement, Supreme Court has rightly opined that Babri Masjid was not built after demolishing any standing temple, and further stated that the demolition of the Babri Masjid on December 6, 1992 was an “egregious violation of the rule of law”. However, all the culprits in the demolition of Babri Masjid were given clean chit and extolled as great Patriots and
freedom fighters by PM Modi. Lk Advani who led the Ramjambhoomi Rath Yatra movement from the
forefront that resulted in ransacking of Babri Mosque and massacre of thousands of innocent lives. Such is the scale of travesty of Justice in the Brahmanical hindutva fascism. While fascist forces were busy with their grievous hatred and divisive agenda, we all concerned citizens failed to show our moral spine in a tumbling world. We all by some degree or less were victim of this mass fascist program. This is how fascism functions in both tacit and latent manners, call it as an aesthetics of fascist techniques.
With the rise of imperialism i.e., the age of finance capital, the nation- state which emerged with
growing capitalism, became hurdle for the free movement of capital. However, fascism that emerged in
20th century with Imperialism and the crisis of capitalism, the notion of nationalism was perceived by
the fascist forces through the microscopic lens of purity of race and blood. Thus, emerged racist and
cultural fascist nationalism that construct internal border and opposite binary of self and other within a
nation. RSS and BJP belong to such tenets of cultural nationalism that tries to enforce single exclusive
identity based on religion, language, and culture. Everywhere in the world where this chauvinistic-Jingoistic nationalism has wherever usurped to political power, it has decimated the democratic
structure and inflicted severe repression on the toiling masses with the helping hand of imperialism.
Following in the footsteps of Savarkar, for BJP the interest of Imperialism and the interest of hindutva is
same. Hindutva pioneer leaders were in bed with the British Imperialism. Today in the name of cultural
nationalism, BJP and RSS is handing over the nation’s resources to Imperialist Powers, and playing its
nefarious game to impose unidimensional Brahmanical Hindutva culture. Hence, BJP and RSS have used nationalism to create rift in society and incur super-profit to corporate houses. Jingoistic Nationalism in India was a by-product of hindutva fascists since its inception in 1925. Along with PM Modi the entire mainstream media projected the construction of Ram temple as a national glory, a pinnacle of “Indian civilization”, and as an inalienable act of nationalism.
With the aim of enlarging its social base and to counter the growing influence of communism, RSS took
various steps among them the primary one was forming several mass organizations. In 1948 RSS
founded ABVP (Akhilya Bharatiya Vidyarthi Sangatan), a student body whose primary aim was to combat the Communist influence on Indian Universities. In 1952, it formed Vanavasi Kalyan Ashram with the aim to counter the Christian organizations and the proselytization and conversions of tribals by the Christian missionaries. Behind this their main agenda was to baptize Adivasis with Hinduism. At the same time RSS formed a political party i.e., Bharatiya Jan Sangh (this was changed in to Bharatiya Janata Party in 1980) to capture political power for its Hindu Rashtra agenda, which exposed its cultural nationalism. In 1955, RSS formed Bharatiya Mazdoor Shang, a worker’s union to desiccate the Communist base among the working classes in India. In 1964, in close liaison with Hindu clerics, the RSS formed Vishwa Hindu Parishad (VHP) which played a prominent role in forging unity among various Hindu sects that bequeathed a “centralized structure” to a hitherto decentralized religion. All these organizations were stubborn in their communal fascist movements and played a pivotal role in the destruction of Babri Masjid. Today these organizations have membership in lakh and thousands of their branches spread its tentacles all over the country. This is a serious issue of concern for all democratic and revolutionary forces at present juncture.
RSS did not shy to convey its support to the Congress Party in 1984 General election as the latter was
playing hindutva and communal politics far more effectively than the Congress party never with whole –
heartedness followed the tenets of secularism. In a highly charged communal political atmosphere, the
RSS woke up the issue of Ram temple which was in slumber for many decades. Specially for the purpose of Ram temple, Bajrang Dal was formed in the summer of 1984 in Uttar Pradesh as a militant wing of VHP. Its members were recruited from the lower castes and unemployed/underemployed youths, which became the foot soldiers of Hindutva. Within few years it had an estimated membership of 100,000 youths.
With the collapse of the Soviet Russia Social Imperialism in early 1990s the Indian economy underwent
in a deep crisis as Indian ruling classes were highly dependent on Soviet capital. There was a severe
balance of payment crisis. This was fertile ground for the infiltration of IMF and world Bank policies in
India. The entire Indian economy was opened for the foreign capital and began the phase of what is
popularly known as Liberation, Privatization and Globalization. To mask the impendent social and
economic crisis, with the collision with Imperialist forces Hindutva organizations dragged the Indian
masses in consternated politics. In 1989 General election, from 2 parliamentary seats in 1984, the BJP
shot up to 85 seats in Lok Sabha. And after the conclusion of Ram Rath yatra, in 1991 general election,
BJP was able to gather 119 seats. BJP won majority of the the seats from where the rath yatra passed.
The 1991 election was one of the most expensive communal election in the Indian political history
where all political parties were indulged in ugly cockfight game of communal vote bank majoritarianism.
Majoritarianism and fascist communal politics of RSS- BJP led the carnage of Godhra in 2002. Communal Politics has intensified with the rise of BJP to power at the center in 2014. One thing has clearly happened in the past one decade is the hinduisation of the Indian politics. Nobody can deny this with all their political consciousness!
Consecration of Ram temple has brought forth the issue of building protective shield for the
fundamental notions like nationalism, secularism, democracy, and citizenship from the unbridled attack
of Brahmanical hindutva fascism. But simply preparing ourselves for being a guardian for these notions
that defines today the essence of being human, is at same time providing these notions a weak
protection. What is required at present along with protection is undergoing critical thinking and
restructuring these notions to give it more endurance.
RSS machineries knows that the cultural domain is manufactured and it molds the subject for specific
political goals, turns them as its political agent. By constructing as territorialized and semitized Hinduism, hindutva fascism has constructed a culture of hindutva that promise for a psychological unity among the highly diverse Hindu religion. Today we can see this effort going at a brisk pace that obfuscate other social identify like class, caste, and gender. These social identities need to be suppressed by the Hindutva forces because it poses hurdle to the Hindutva ideology as those identities builds movements cutting across religion. RSS-BJP categories citizenship with the primordial category of religion. This is exactly what Savarkar says about who are citizens of India when he pronounces that those whose punyabhoomi and Pitrabhoomi is India they only belong as a true citizen of this country. By stating on a national media that Dev se Desh and Ram se Rashtra, PM Modi has openly disclosed its agenda of Hindu rashtra to the whole world. Further, PM Modi stated that “God has made me an instrument to represent all the people of India during the consecration.” This is nothing but a fascist divine theory of rule. Hitler too cultivated such religious ardency to maintain his grip over the masses. Both Modi and Hitler, political godmen, the same fit cut from the same cloth.
Mainstream left parties have welcomed the congress stand of boycotting the Ram- Temple event as an
ideological stand of “Nehruvian Secularism”. Apart from the loopholes of the so-called “Nehruvian
Secularism”, the parliamentary opposition parties gave a paradoxical explanation for their stand of
boycotting the event of 22nd January. Congress and the left had invoked secularism and the four
Shankaracharya to explain their position. This they argue make them distinct from the BJP ideologically.
On one hand Congress and left parties quibble against the mixing of religion with politics, on the other
hand they defend secularism by giving explanations of the religious sheers. CPI (M) in its political
mouthpiece Peoples Democracy argued that “But the main reason why the charge of `anti-Hindu’ will
not stick is because the four Shankaracharyas of the main Hindu Peeths – Puri Govardhana Peeth,Jyotir Math, Dwarka Sharda Peeth and Sringeri Sharda Peeth – have made known their intention not to participate in the ceremony at Ayodhya on January 22.” All those four Shankaracharya have had
advocated for Hindu rashtra on main stream media in past. If such is the case congress party and the left parties have tried to show that they are no less Hindu than BJP. Aam Adami Party which is a member of the United Opposition alliance called INDIA, held religious program across 70 constituencies in Delhi just before Ram-temple consecration. All mainstream political parties were immersed in this “opium” as Karl Marx used it metaphorically for religion. It is not very difficult to predict that the theme of 2024 general election will revolve around the religion and ram-temple. There will be immense polarization of society on religious background by the RSS-BJP political machineries. We are totally heading towards a Middle- Ages under BJP rule.
Ruling classes parties has utterly failed to build a secular society. Since 1950s, religions perceptions and symbols have predominantly defined the political mobilizations by the mainstream political parties.
Despite of the fact that, section 123 of the Representative of the people’s act of 1951 forbids any
political party or individuals to use religious symbols or religious themes as a conduct of elections. But
there have been no elections in India where religious themes have not dominated the elections. For
Gandhi, religion was more important than politics and he aspired to create the kingdom of God that is
Ram Rajya in India. Such Hindu and upper caste biased political culture was continued by congress even after 1947. Later, appeasement of conservative Muslim clergy in the Shah Bano case of 1985 by Rajiv Gandhi and at the same time giving permission to hold rituals by the Hindutva right wing forces at the disputed Babri masjid ignited the communal flare that finally engulfed the entire nation into it. With
laws pertaining to uniform civil code, CAA and NRC, Indian state under BJP has made clear its apathy
even with the formal secularism as enshrined in the constitution.
This hindutva state, this Brahmanical society, put in iron chains the feeble and exhausted muscles of the toiling masses. It keeps their belly half filled with 5 kg of grain and half filled with days long paltry. Even after toiling like a slave under scorching heat of summer or under the shivering cold of winter,
oppressed masses of the country always remain victim of malnutrition. The social principles of Hindutva
justify the colonialization of India, glorifies the serfdom of the Middle Ages and the slavery of antiquity.
Further, it gimmicky defends the oppression of the toiling masses and labels it as their unavoidable fate.
It continues the exploitation of labour and oppressed masses at a glaring pace. It finds any democratic
and secular space to be anathema to its ideology. In fact, it considers them pacifistic and unmanly, in
their place it advocates centralization of power, subservience to authority and violence to terrorize the
opposition forces. What we must do for the destruction of the Hindu rashtra? To answer this
unavoidable question is not as simple as like breaking a castle made of glasses. But without going into
the complexity of the answer, we must do what the Great Revolution of 1789 did to French Monarchy,
what the Bolsheviks Party did to Tsar of Russia and what our Freedom fighters did to British colonialism

Long Live Bhumkal Day Long Live Jantana Sarkar!

Retaliate and Defeat “Operation Kagaar”(Final War).

Protect, Consolidate and Expand Jantana Sarkar.

Dear Revolutionary people!

We are going to celebrate 114 Bhumkal Diwas on 10th of February. In 1910 Adivasi people of Bastar revolted against British imperialism and established in Barsur their ‘Madiya Raj’ (state). Our heroic Madia people celebrate Bhumkal Day in the memory of that great people’s revolt. After the establishment of Madiya state on 10th February Jantana sarkar was practiced for 40 days. Let us say Jai Sewa and Jai Johar to martyr Gundadhar and all his comrades- inarms who sacrificed their lives while revolting against British colonialism for the establishment of Madiya state. By continuing the glorious history of Bhumkal revolt and by forging unity between Adivasi and non-Adivasi people of Dandakaryana, and carrying forward the ideals of great Bhumkal heroes who laid down their lives for the establishment of Jantana Sarkar, let us pay our revolutionary homage to them. Central Regional Bureau conveys its revolutionary greetings to the people of Dandakaryana who are marching relentlessly on the path laid down by the great Bhumkal warriors.

Dandakaryana (DK) is predominantly an Adivasi area which is composed of different tribal communities. The area is abundant with mineral resources. Adivasi people of DK are struggling for water, land and forest, identity, self-respect and to seize political power since 1980 under the leadership of CPI (Maoist). They are consolidating in the revolutionary mass organizations and struggling against the loot and plunder of natural resources by the Indian state which is a big tool and suppressive machine in the hands of feudal and compradors classes supported by the imperialists. Under the banner of “Land to the tiller-All Powers to the Revolutionary people’s committees”, the people of DK have established alternative Political Power organs- Jantana Sarkara and are democratically executing the people’s power. This jantana Sarkar organs are presenting a new alternative development model in the country. The predatory ruling classes of India are continuously trying to dismantle the alternative people’s state power through its military force. It is trying to legitimize its repression through bourgeois reforms. But our jantana Sarkar is giving a befitting reply to all anti- people measures and machinations to wipe out jantana Sarkar and people are showing extraordinary resilience against the exploitative ruling classes’ actions and policies. Hail the revolutionary DK people who are fighting for the protection, consolidation, and expansion of the jantana Sarkar.

The Indian Central government enacted PESA in 1996 by replicating Jantana sarkar programs and policies to divert the masses from the revolutionary path. As per this law in all 10 states that comes under the fifth scheduled area of the Indian constitution, adivasi people are having guaranteed rights over their forests. The essence of the act is that it is imperative to take the consent of the gram sabha to do any work in the fifth scheduled area. 28 years has lapsed since the enactment of the PESA by the central government but it has never been implemented properly by the state governments. In the various areas of the fifth schedule the Adivasi people are exposing the deceitful nature of the government in the implementation of PESA and they are demanding for the implementation of the act. The state governments are suppressing their just struggles by hook and crook. Adivasi people are continuing their struggle for their rights even during the intensification of severe repression. It is time to take a pledge on 10th of Feb by declaring that “this forest is ours, and it is our birth right over the natural resources of the forests, we have to exercise it, and we will never leave this struggle.”

Why the central government and state governments are suppressing our Jantana Sarkar? Our people must understand this issue conscientiously. Central and state governments are working to hand over all the natural resources including forests to the big corporate houses and MNCs. In the name of the development of nation and people, mess has been created in the lives of the people by the ruling classes. In the name of development multiple mining projects have been started without taking the consent of gram sabha as per PESA.

Unprecedented destruction has happened in all those areas where the mines are in function. And people in huge number have become victim of displacement. In the mining zones people’s agricultural productive lands has turned into toxic and are becoming unsuitable for the agriculture due to capitalist pollution. Drastic destruction of environment is happening at lightning speed. To understand this naked dance of destruction, Surjaghad (Gadchilori), Raoghat (Naryanpur), Amdai (Kondagoan) and Hasdeo (North Chhattisgarh) are few glaring examples in front of our eyes. By hiding this catastrophe and depicting it as development, every one right from PM Narendra Modi to MLAs are signing the same tune of development. By looting our natural resources, the exploitative governments and mischievous political leaders are deceiving people especially our youths in the name of jobs and Job fairs. Giving security guard posts and other menial jobs in mines on meager wages, the government is plundering our invaluable natural resources on an extensive scale. The local middle men of corporate houses are creating a rift among the local people in the name of jobs and development. Actually, they are hiding the real plight of the people.

The central and state governments are colluded with MNCs and Indian corporate houses turning the forests into corpratiztion-militarization. Recently chief minister of Maharashtra, Ek Nath Sindhe has announced that the naxal affected backward Gadchilori district will be transformed into an industrial hub by 2030. On the other side, Chhattisgarh Home Minister and Deputy Chief Minister stated that there is no development without mining projects. All state governments in the fifth scheduled is organizing in the name of vibrant conferences to delight the NRIs entrepreneurs and signing number of MoUs amounting to hundreds of billions dollars and majority of those MoUs are in mining sector.It is crystal clear to the people that their lives will be destroyed in the near future if they allow the execution of those MoUs. So, it is a suitable occasion to take a pledge to save your lives, forests and environment.

The newly formed BJP government of hindutva forces in Chhattisgarh has opened some new police stations on war footing manner in the name of liquidating the Maoist party. Similar steps are being followed in other states like Maharashtra, Odisha, Madhya Pradesh, Telangana, etc; of the central region and in Eastern regions states like Jharkhand, Bihar, etc. In this process the central government has started new military operation in the name of “operation kagaar” (Final War). The stated task of this military operation is to get control over the Maad hills to eliminate the central leadership of the party. But the hidden agenda behind this fascist operation is to grab the hills to exploit the natural resources. So, our party appeals to the masses on the Bhumkal Day occasion to save the pious Maad hills which are abode of tribal gods and goddess, and remains as an ancestral heritage. At the same time our party appeals to all democrats, human rights activists, well-wishers of tribal, students, lawyers, journalists, poets, writers, artists, employees, workers, peasants’ organizations to stand steadfastly behind the particularly vulnerable tribal group (PVTG) of Maad region. To safeguard our major achievements in more than 4 decades, it is our prime duty and responsibility to retaliate and defeat the fascist “Operation Kagaar”. At the same time our party appeals to friends of Indian Revolution abroad to take militant solidarity programs.

Hail the heroic raid by the militant PLGA red warriors on Darmavaram Police camp on 16th Jan, 2024

 Central Regional Bureau of CPI (Maoist) hail the unprecedented heroic attack of PLGA on the Central Armed Police Force Darmavaram camp in Pamed area of Bijapur district, Chhattisgarh established to suppress the revolutionary movement as an integral part of carpet (grid) security. Our PLGA red-fighters along with the involvement of thousands of revolutionary masses were successful to execute such heroic raid on the fascist paramilitary forces. Let us hail their militant raid in the background of “Operation Kagaar-surya Shakti” and salute them. Let us appreciate and convey our revolutionary greetings to those revolutionary masses who participated in the raid. 

Around 7:05 PM on 16th January, 2024 the PLGA forces surprisingly carried out the raid on the enemy camp, and it lasted till 10:05 PM. In this 3-hour raid, our PLGA guerillas fired more than 600 hundred grenade launcher shells and other country made grenades with rapid firings before enemy came to know about what is going on. According to our reliable confidential report, 35 police personnel were wiped out and more than 40 were seriously injured in this raid. Our guerillas prior to this raid took under their control the entire periphery of the police camp. To disable the movement of additional forces during the raid the local people blocked the roads with huge tree logs and the militia kept land mines to explode the incoming additional forces. Our 3 beloved comrades Com. Devalu, Coy Commander, Vikram Battalion member and Madkam Devalu People’s militia member who fought bravely and became martyrs in this raid. While trying to reach the epicenter of the camp these three comrades came in the rapid firing of LMGs fitted MPVs. All ranks and files of the Party, PLGA and United Front pays its revolutionary homage to those 3 martyrs beloved comrades who fought with supreme revolutionary spirit against the enemy forces. 

The Police officials and the state and the central government are silent regarding the raid and putting all efforts to keep the numbers of police casualties in the 16th January raid in darkness. The enemy remains very serious to hide the losses it suffered to keep the morale of their forces on the eve of “Operation Kagaar-Surya Shakti” which was declared very recently to take Maad area in their hands and began their operation. The police have barricaded the total area and even not allowing the journalists to cover the facts and figures of the raid. Such an act by the enemy amounts to fabrication of facts and injustice to its own personnel who died in the raid and even their ‘sacrifices’ for their corporate masters and police bosses will remain in vain. 

Why the police bosses are silent on the casualties? In this month thousands of police personal has been deployed in Bastar division particularly Narayanpur District to establish several new police advanced base camps. In order to keeps the morale high of those recently deployed new forces the police higher officials hiding the facts. Further reason is that the opposition parties will criticize the newly elected BJP government in Chhattisgarh state as it is impotent to tackle the Maoists. The ongoing Ram-Jambhoomi temple consecration politics of BJP- RSS does not get any diversion, keeping this in mind there remains silent from the police officers regarding the casualties they suffered. Finally, in the lieu of the upcoming 2024 General Election and to preserve its power at the center, the BJP under the leadership of Narendra Modi has kept the causalities hidden from the public. After all this, Amit Shah has recently stated in the Seema Suraksha Bal (SSB) forces foundation ceremony that the BJP government under the leadership of Narendra Modi will finish 80 percent of Maoist movement in the coming three years. 

16th January attack is a befitting reply to the recently launched fascist “Operation kagar-Surya Shakti” by the Imperialists watch dogs, the Brahmanical Hindutva fascist rulers to eradicate the Maoist movement, and to the ongoing onslaught on the Adivasi people by the military and police forces. It is a peoples’ fitting reply to the enemy’s violence which has been unleashed for the loot of the natural resources by the big corporate sharks like Adani from the tribal belts. 16th January raid by our PLGA forces is a militant resistance to the corporatization-militarization of the forest lands which is causing to massive displacement of Adivasis people from their forest lands and heavy destruction to environment. Revolutionary people will not tolerate the injustices meted out to them anywhere and our Party and PLGA always hail their rights and just demands. The brave masses of Dandakaranya are learning the war through war since the last two decades. They are tirelessly fighting against one after another fascist military campaigns and against corporatization and militarization of their lands and forests since the separate state of Chhattisgarh was formed in the year 2000.

 Central Regional Bureau of CPI (Maoist) gives a call to all mass organizations, friends and well-wishers of Indian revolution and oppressed masses to celebrate and propagate the heroic and valiant raid by the PLGA forces on the highly militarized police camp in Dharmavaram in Pamed area of Chhattisgarh on 16th January, 2024 and demand the government to come out with facts to express its grief to the Jawans families. Our Party appeals to all mass organizations, Human Rights activists, Trade Unions, Peasant organizations, students, journalists and democratic and well – wishers of tribal and toiling masses to continue their resistance against the corporatization and militarization of the forest lands, privatization of public sectors and against the ongoing repression on the tribal people and the oppressed masses by the fascist BJP forces under the leadership of Narendra Modi. Our Party earnestly requests to the deceased police families and all police families to call your dear ones from the police camps established in the revolutionary people’s struggle area and appeal them to leave the undignified police jobs. Our Party is once again assuring that that it will carry its revolutionary movement forward whatever and how much fascist military campaigns may be carried out against it, but it will fight until the end of this rotten system.

Red Salutes!

Central Committee of CPI (Maoist) vehemently condemns the nefarious design of the Zionist-Israel colonizer state and Western Imperialist powers mainly US-UK imperialists to escalate the war on Palestine and expand the horizon of war in the West Asia. Recent developments in the West Asian regions are signaling a sign of an upcoming more deadly war that in the end will lead to enormous loss of lives and properties including environment. US imperialism is leaving no stone unturned to re-hegemonize its dominance in the world and particularly in the oil rich West Asia region.

US has utilized its veto power in the Security Council to block any peace initiative measures in the war-torn Palestine since the outbreak of the war. In fact, it has proved it self as a reliable ally and guide of the Zionist colonial power Israeli state. The acts of US imperialism which is full of malice and animosity have disturbed the semblance of peace over the West Asia. Western powers have been absolute supportive to the moves that can be said to be pervasive of the fascist- apartheid Israeli state which has proved to be adding fuel to the fire. Imperialist countries have been tight-lipped about the genocides been carried out by Israel on Palestinian people from more than 100 days.

On 3rd of January the Israel- Palestinian war completed its 100 days. In this 3 month long genocidal war, orchestrated by the Israel with the help of US imperialism, above 25 thousand Palestinians from which majority are children and women including old people have perished in this imperialist proxy war on the oppressed nation and oppressed people. The apartheid state has not limited itself only in killings of all Palestinians by dropping from sky white phosphorus bombs, but it has mastered itself in the genocidal art of eliminating people by denying the supply of necessities to live on the globe. All these acts by the Israel amounts to genocide as per the International Convention law.

CPI (Maoist) welcomes and supports the action of the South Africa in the International Court of Justice against the genocidal war of the Israel state on Palestinian people and for peace in the region. Our Party stand is that there should be an immediate peace and all Israeli troops must vacate Gaza and West Bank. Further, US and other Western imperialist powers must abjure from proxy military actions in the region and retract all its military forces from the region. Our Party reiterates its demand that US must withdraw its military support to Israel which it has armed to teeth with all kinds of sophisticated modern weapons and other logistic and intelligence support to Israel. Recently, US House of Representatives has approved the allocation of $14.5 billion in military aid for Israel besides supporting Ukraine. All these common people’s tax- money of US are been used to fund the cycle of genocide that in the ends benefits Weapons Giant Industries of the Military-Industrial complex.

Today, West Asia has turned more into a laboratory for global weapon industry. US must stop provoking Iran and other West Asian countries for a hot war. US has already weaponized the Mediterranean Sea where it has deployed its several nuclear armed aircraft carriers which has to a large scale played a pivotal role in the escalation of war in the West Asia. Our party demand withdrawal of all these Mediterranean waters with immediate effect. To regain its withered hegemony in the Mediterranean region, US has crafted a coalition of 20 odd countries in the name of Operation Prosperity Guardian. Under the umbrella of this rainbow coalition of allies of US Imperialism, US is launching airstrikes in Yemen, Syria, Iraq, Iran, Egypt, Jordan. Such actions by the US have no standard in the International Convention and stands in a total violation of the sovereignty of those nations. Our Party stands with all those oppressed nations and their people and their organizations who are putting brave resistance to US-UK imperialists provocative actions and resisting with strong will against the imperialists sponsored war on Palestinian people.

India under Brahmanical hindutva forces BJP-RSS rule has totally tilted towards Israel and went far away to display an ideological unity between Zionism and Hindutva Fascism. At the international level Indian state under the leadership of Narendra Modi has abstained from voting in UN General Assembly on a resolution drafted by 22 Arab Nations that called for an immediate humantarian truce. Indian state which has presumed to be a self-styled voice of the “Global South” and self-proclaimed ‘Vishwa Guru’ has only put lip service to the demand for peace and humantarian support in Palestine. CPI (Maoist) condemns this hypocritical stand of the Indian state under the leadership of Narendra Modi and gives a call to the people of the country to fight against the double standard game of the Indian state.

More recently, in the context of the war on Gaza the Indian state has agreed to supply 10,000 workers from India to Israel as a replacement to the low-wage paid Palestine workers. Trade Unions of India has registered their protest against such measure of the Indian state. CPI(Maoist) stands with the trade Unions demand to scrap such immoral labour swap which exposes the Indian workers lives to grave threats in the war zones. Indian state under RSS-BJP regime is strongly emulating Israel and has established an unbreakable bond with it. Indian state through Israeli technologies and weapons has unleashed severe repressions on the democratic voices and on the revolutionary movements of India. The Indian state is imitating Zionist Israeli methods of repression on the oppressed nationalities and Oppressed masses in India. CC of CPI (Maoist) gives a call to all mass organizations, democratic forces, human right activists and all progressive sections to protest against the evil alliance between India and Zionist Israel.

Retaliate and Defeat “Operation Kagaar”(Final War).

Protect, Consolidate and Expand Jantana Sarkar.

Dear Revolutionary people!

We are going to celebrate 114 Bhumkal Diwas on 10th of February. In 1910 Adivasi people of Bastar revolted against British imperialism and established in Barsur their ‘Madiya Raj’ (state). Our heroic Madia people celebrate Bhumkal Day in the memory of that great people’s revolt. After the establishment of Madiya state on 10th February Jantana sarkar was practiced for 40 days. Let us say Jai Sewa and Jai Johar to martyr Gundadhar and all his comrades- in- arms who sacrificed their lives while revolting against British colonialism for the establishment of Madiya state. By continuing the glorious history of Bhumkal revolt and by forging unity between Adivasi and non-Adivasi people of Dandakaryana, and carrying forward the ideals of great Bhumkal heroes who laid down their lives for theestablishment of Jantana Sarkar, let us pay our revolutionary homage to them. Central Regional Bureau conveys itsrevolutionary greetings to the people of Dandakaryana who are marching relentlessly on the path laid down by the great Bhumkal warriors.

Dandakaryana (DK) is predominantly an Adivasi area which is composed of different tribal communities. The area is abundant with mineral resources. Adivasi people of DK are struggling for water, land and forest, identity, self-respect and to seize political power since 1980 under the leadership of CPI (Maoist). They are consolidating in the revolutionary mass organizations and struggling against the loot and plunder of natural resources by the Indian state which is a big tool and suppressive machine in the hands of feudal and compradors classes supported by the imperialists. Under the banner of “Land to the tiller-All Powers to the Revolutionary people’s committees”, the people of DK have established alternative Political Power organs- Jantana Sarkara and are democratically executing the people’s power. This jantana Sarkar organs are presenting a new alternative development model in the country.

The predatory ruling classes of India are continuously trying to dismantle the alternative people’s state power through its military force. It is trying to legitimize its repression through bourgeois reforms. But our jantana Sarkar is giving a befitting reply to all anti- people measures and machinations to wipe out jantana Sarkar and people are showing extraordinary resilience against the exploitative ruling classes’ actions and policies. Hail the revolutionary DK people who are fighting for the protection, consolidation, and expansion of the jantana Sarkar.

The Indian Central government enacted PESA in 1996 by replicating Jantana sarkar programs and policies to divert the masses from the revolutionary path. As per this law in all 10 states that comes under the fifth scheduled area of the Indian constitution, adivasi people are having guaranteed rights over their forests. The essence of the act is that it is imperative to take the consent of the gram sabha to do any work in the fifth scheduled area. 28 years has lapsed since the enactment of the PESA by the central government but it has never been implemented properly by the state governments. In the various areas of the fifth schedule the Adivasi people are exposing the deceitful nature of the government in the implementation of PESA and they are demanding for the implementation of the act. The state governments are suppressing their just struggles by hook and crook. Adivasi people are continuing their struggle fortheir rights even during the intensification of severe repression. It is time to take a pledge on 10th of Feb by declaring that “this forest is ours, and it is our birth right over the natural resources of the forests, we have to exercise it, andwe will never leave this struggle.”

Why the central government and state governments are suppressing our Jantana Sarkar? Our people mustunderstand this issue conscientiously. Central and state governments are working to hand over all the natural resources including forests to the big corporate houses and MNCs. In the name of the development of nation and people, mess has been created in the lives of the people by the ruling classes. In the name of development multiple mining projects have been started without taking the consent of gram sabha as per PESA.

Unprecedented destruction has happened in all those areas where the mines are in function. And people in huge number have become victim of displacement. In the mining zones people’s agricultural productive lands has turned into toxic and are becoming unsuitable for the agriculture due to capitalist pollution. Drastic destruction of environment is happening at lightning speed. To understand this naked dance of destruction, Surjaghad (Gadchilori), Raoghat (Naryanpur), Amdai (Kondagoan) and Hasdeo (North Chhattisgarh) are few glaring examples in front of our eyes. By hiding this catastrophe and depicting it as development, every one right from PM Narendra Modi to MLAs are signing the same tune of development. By looting our natural resources, the exploitative governments and mischievous political leaders are deceiving people especially our youths in the name of jobs and Job fairs. Giving security guard posts and other menial jobs in mines on meager wages, the government is plundering our invaluable natural resources on an extensive scale. The local middle men of corporate houses are creating a rift among the local people in the name of jobs and development. Actually, they are hiding the real plight of the people.

The central and state governments are colluded with MNCs and Indian corporate houses turning the forests into corporatiztion-militarization. Recently chief minister of Maharashtra, Ek Nath Sindhe has announced that the naxal affected backward Gadchilori district will be transformed into an industrial hub by 2030. On the other side,

Chhattisgarh Home Minister and Deputy Chief Minister stated that there is no development without mining projects.

All state governments in the fifth scheduled is organizing in the name of vibrant conferences to delight the NRIs entrepreneurs and signing number of MoUs amounting to hundreds of billions dollars and majority of those MoUs are in mining sector.It is crystal clear to the people that their lives will be destroyed in the near future if they allow the execution of those MoUs. So, it is a suitable occasion to take a pledge to save your lives, forests and environment.

The newly formed BJP government of hindutva forces in Chhattisgarh has opened some new police stations on war footing manner in the name of liquidating the Maoist party. Similar steps are being followed in other states like Maharashtra, Odisha, Madhya Pradesh, Telangana, etc; of the central region and in Eastern regions states like Jharkhand, Bihar, etc. In this process the central government has started new military operation in the name of “operation kagaar” (Final War). The stated task of this military operation is to get control over the Maad hills to eliminate the central leadership of the party. But the hidden agenda behind this fascist operation is to grab the hills to exploit the natural resources. So, our party appeals to the masses on the Bhumkal Day occasion to save the pious Maad hills which are abode of tribal gods and goddess, and remains as an ancestral heritage. At the same time our party appeals to all democrats, human rights activists, well-wishers of tribal, students, lawyers, journalists, poets, writers, artists, employees, workers, peasants’ organizations to stand steadfastly behind the particularly vulnerabletribal group (PVTG) of Maad region. To safeguard our major achievements in more than 4 decades, it is our prime duty and responsibility to retaliate and defeat the fascist “Operation Kagaar”. At the same time our party appeals to friends of Indian Revolution abroad to take militant solidarity programs.

On 19th January 2024, Madkam Soni, Punem Nangi from Nendra and Karam Kosa of Gotum village were killed at the hands of the police forces in Chhattisgarh, in between the hills where the two villages are situated in. The three were on their way to join an ongoing protest in their area when they were intercepted by the police forces and killed. There was an attempt to burn their bodies which would remove all evidence, thanks to quick response from other villagers the attempt to burn the bodies by the police was thwarted. While the official version is that the three were Maoists and were killed in crossfire, Bastar is riddled with hundreds of incidents of fake encounters in which the Adivasis of the region were shot dead by the police for attempting any exercise of their democratic rights. They are then later dubbed to be Naxalites. 

Just three months ago, in Tadmetla, Sukma, Sodhi Deva and Rawa Deva were apprehended in a police station after returning from their family home having dinner and were later dragged to a nearby forest and shot dead. They too, were dubbed to be Maoists. In 2019, hundreds of District Reserve Guard and Special Task Force personnel fired on a gathering of 70 youths organizing a day of sports for the local children and older villagers, killing 10, claiming they were Maoists, in Tadballa in Abujmarh area. Similarly, five days prior to this mass killing, women gathering leaves in the forest were fired upon by paramilitary, killing one and injuring another. The police were then caught trying to dress the body in Naxalite uniform in a desperate attempt to cover-up their brutality. Such cases are bound to increase this year, with the newly-elected BJP government in Chhattisgarh expanding the ongoing Operation SAMADHAN-Prahar with Operation Kagar in Abujmarh, which takes the ratio of locals and paramilitary to 7:3 in Abujmarh. The memories of the infamous Amishpora encounter are still fresh too, where three Kashmiri youth were killed by the Indian Army in 2020 and were later dubbed to be ‘militants’ of the Kashmiri national liberation movement. The Army’s own tribunal later found this to be a fake encounter in 2023. Barely a month ago, three Kashmiri tribal men were murdered by the Indian army after they were tortured and mutilated by the barbaric soldiers, under the baseless suspicion of being involved in the Poonch attack by the People’s Anti-Fascist Front on the Indian army. In Oting village, Mon district of Nagaland, the ‘Para Special Forces’ of the Indian army opened fire on coal mine workers from the village, under the claim of running a ‘counter-insurgency’ operation against forces of the Naga national liberation movement. The slain were then dumped into a military truck and the army personnel were caught trying to drape uniforms of the National Socialist Council of Nagaland over them by other villagers. In Assam, since 2017, 50 registered cases of encounters have already taken place under the guise of curtailing both the Naga national liberation movement as well as the Assam national liberation movement. In 2021, the Assam Chief Minister Himanta Biswa Sarma lauded these encounters and even urged the police to “not be scared in taking such action!”

Whether it be the claim of fighting Maoism or curtailing national liberation movements in Kashmir, Nagaland or Assam, the Indian state continues to kill innocent civilians. This year itself began with the death of a 6-month-old infant in Bijapur district where the drunken DRG fired upon protestors, one of whom was a breast-feeding mother whose child was killed in the firing. It would not be surprising if this infant too, would later be dubbed a Maoist or a ‘separatist’ by the Indian state to justify its crimes. With the coming of Bharatiya Janata Party (BJP) governments in these areas where the Indian state is waging a war on people.

Campaign Against State Repression (CASR) stands in firm opposition towards fake encounters and extra-judicial killings by the state and condemns the killings of the three villagers in Nendra.

CASR demands an immediate judicial enquiry into the fake encounter and the end of killings in the name of curtailing Maoists or national liberation movements.

Protest the corporatization and militarization of the forests.

CPI (Maoist) is strongly fighting for the democracy of Indian people, our party strongly condemns the ongoing anti-revolutionary military campaign in central India, especially in “Abuj Maad”. In huge number military forces have been deployed and a new military operation named as Operation Kagar has been launched, Central Regional Bureau (CRB) of CPI (Maoist) vehemently condemn this new military offensive “Operation Kagar”. By creating terror among Maadiya tribal community who are residing on the hills of Maad, around 10 thousand Central police force and para-military forces have been deployed. Already there are thousands of police forces deployed in Maad region, and this fresh consignment of police force has transformed the mountains of Maad into a highly militarized zone. In between
35 thousand people living in Maad, by establishing 6 base camps continuously thousands of forces are being sent on those from 1 Jan, 2024. “Operation Kagar” is the climax of the past one-year anti-revolutionary campaigns of Hindutva regime of the central government. Central Regional Bureau of CPI (Maoist) by strongly condemning and by giving stiff resistance to “Operation Kagar” appeals to all people of India, intellectuals, Human Rights Activists,democrats, writers, lawyers, journalists, and tribal well-wishers to condemn and protest “Operation Kagar”. It gives call to stand with the people of Maad in this time when they are being terrorized and facing existential crisis due to”Operation Kagar”.
After our new party CPI (Maoist) was formed, the predatory ruling classes of India declared our party as the “biggest threat to the internal security” and initiated several protracted policies one after another, and their reality is before people itself. First Central government in alliance with the state government of Jharkhand and Chhattisgarh commenced Sendra and Salwa Judum between 2005-09 and slaughter above 2000 indigenous people. Just after this,a new fascist protracted program was undertaken in the name of “Operation Green- Hunt” (2009-17) to annihilate our Party from the entire country. Through invaluable sacrifices and by getting ready for any more sacrifices, the people resisted bravely against Sendra, Salwa Judum and Operation Green-Hunt. 

In the guidance of our Party, PLGA stood every time along with the people and gave invaluable contributions for protection of their forest, property, and life.
By not accomplishing the desired results of their military campaigns, the predatory ruling classes reviewed all their offensive policies and in the guidance of the hindutva forces in the center initiated a new offensive named Operation Samadhan on 2017 May for five years with more use of sophisticated weapons and technologies of war. With this, the ruling classes also conducted severe military campaign in the name of operation prahar between 2020-21. But this also failed miserably to fulfil their dreams. After that in the end month of October 2022 under the leadership of central Home Minister Amit Shah special meetings was organized with Chief Ministers of Maoist affected states and Ministers of states, Police Director Generals of all states and other police and Para military officers, officers from intelligence department, in which Prime Minister Narendra Modi also participated. In this meeting a blue print for the establishment of “New India” by 2047 was made. The meaning of New India was stated as Maoist free India. 

Forthat they increased severe military offensives on people in the Maoist movement areas. Aerial bombardments and drone attacks have increased tremendously. Those who are raising their voices against the anti-people policies of the Hindutva rulers are being branded as “pen-yielding” Maoist and are being repressed. For that purpose, National Investigation Agency (NIA) is been perfectly as a weapon and is been misused. Despite of this, those people are protesting the anti-people policies of hindutva regime. The people of the country are getting involved in several protests more than earlier. By getting United they are resisting the hindutva forces and fighting for the perseverance of their democratic rights.
In the above-mentioned circumstances to win the upcoming Lok Sabha election, the central government has floated “Modi guarantee”, “Vikshit Bharat Sankalp Yatra”, “Jan Man” programs on the one hand, an on the other hand to eradicate our party which continuously exposing BJP government, it has begun operation Kagar. The people are facing great difficulty in fulfilling their necessities of life and their life is becoming more precarious with the passing of each day. 

As the Hindutva central government is unable to solve the basic problems of people, it is using religion
as a powerful weapon to divert the people from the real issues, and create divisiveness in society. In that respect it using the festival of Ram Mandir inauguration to immerse people in the religious addiction and in the interest of Imperialism it is changing the country’s economy and Staking forward its hindutva agenda. 

Our party appeals to all conscious intellectuals, Patriots, democrats, students, secularists, journalists and Human Rights Activists to expose this hidden agenda of hindutva forces.
Unable to solve the problems of the oppressed people, the marauding ruling classes governments are suppressing those voices that are questioning the failures and wrong doings of the government are being sent to jail or threatened with severe consequences. This we are seeing for the last the last 10 years. Those who are resisting anti-people policies are being severely suppressed. From the last 5 years the tribal people of the fifth schedule areas are bravely putting the fight for the protection of land-water-forest and for their dignity and political power. 

Our Party isgiving leadership to those struggles. Over the entire country our Party is supporting the just movements. Our Partyis also standing in solidarity with all those activists who are being harassed for raising their voices against anti-people policies of the government. In the guidance of our Party, PLGA for the protection of people has given brave guerrilla actions from Tadmetla to Jagurgunda. To fulfill the interest of the Imperialist and Comprador bourgeoisies’ classes, the ruling classes are eager to eradicate our party. But the history of India from Naxalbari till present says that Revolutionary movements cannot be annihilated by military repression.

Dear people and lovers of democracy.
Defeat Operation Kagar. United the people against Operation Kagar and expose the hypocritic ruling class
government. Make aware about the agenda of the Hindutva forces to immerse people in the morass of religion. We will strongly face the fascist hindutva forces which denying the functioning of any nominal democracy and has suspended oppositions leaders. Of course between the mlm Parties and Organisations there are some differences of positions that must be debated now and in the next times in all possible forms.

Proletarians and Oppressed peoples of the World – Let us Unite!

Let us pay homage to the great Marxist teacher Comrade Mao Tse-tung on the occasion of his 130th Birth Anniversary. Let us pay revolutionary homage to the heroic daughters and sons of the oppressed people all over the world who laid down their lives in the revolutionary struggle for a new society free of exploitation and oppression and Socialism-Communism fighting heroically with the reactionaries.

The objective of the joint declaration is to hold aloft the reputation and requirement of Marxism-Leninism-Maoism in advancing the national liberation movements, the broad anti-imperialist movements, proletarian Socialist revolutions in capitalist-imperialist countries and New Democratic revolutions. On this occasion, it is important to comprehend that revolution and Socialist construction is impossible without the science of Marxism-Leninism that the great Marxist teacher Comrade Mao preserved, developed and enriched. The utmost brilliant leaders of the international proletariat, Marx, Engels, Lenin, Stalin and Mao Tse-tung framed Marxism-Leninism-Maoism. We acknowledged Maoism as the qualitative, new and third higher stage of Marxism-Leninism. Marxism-Leninism-Maoism is the utmost advanced theory. On the occasion of the 130th Birth Anniversary of Comrade Mao Tse-tung, let us firmly declare to the international proletariat and the oppressed people of the world that Marxism-Leninism-Maoism is the ideology that guides us.

Long Live Marxism-Leninism-Maoism!

Marxism is an active science, not a lifeless dogma. It is in lively relation with practice and contributes to it. It constantly develops and is enriched in the process of development of class struggle, struggle for production and scientific experiment. The ideology, theory or the science of Marxism (-Leninism-Maoism) is the synthesis of the experiences of class struggle of all the countries and in all sectors for the past nearly 175 years. This is a comprehensive entity of philosophy, political economy and scientific socialism or proletarian class struggles.

Marx, Engels, Lenin, Stalin and Mao developed it from the furnace of class struggle and in the theoretical struggle against bourgeois ideology, revisionism and its reflections and other various alien trends for the past 175 years. MLM is an invincible weapon in the hands of the international proletariat and the exploited people. It is a weapon that helps the proletariat understand the world, make revolution and change it. It is a lively scientific ideology that is constantly developed and enriched in the process of revolutionary practice in the International Communist Movement

“Marxism-Leninism-Maoism is the invincible weapon which enables the proletariat to understand the world and change it through revolution. It is a universally applicable, living and scientific ideology, constantly developing and being further enriched through its application in making revolution as well as through the advance of human knowledge generally. Marxism-Leninism-Maoism is the enemy of all forms of revisionism and dogmatism. It is all powerful because it is true” – from ‘The 1993 document of RIM’, ‘Long live Marxism-Leninism-Maoism’.

Karl Marx – Marxism

Karl Marx developed dialectical materialist philosophy as a method and perspective together with his close associate Frederick Engels. They applied dialectical method to know the rules of motion of social development. This is the Dialectical Materialism. Marx brought to light the rules of motion of capitalism including its class contradictions and the origin of exploitation, theorised surplus value that is the base of exploitation and developed the theory of political economy. He developed scientific socialism depending on the theory of class struggle. He formulated the principles that direct the strategy and tactics of proletarian class struggle. He said, “The philosophers have only interpreted the world, in various ways; the point is to change it.”

Marx synthesised the knowledge that the humankind gained for centuries. Mainly depending on the rational issues of German traditional philosophy, English traditional political economy and the theory of French revolutionary class struggle and Socialist theories, Marx invented the dialectical materialist concept related to history. He defined human essence as the entity of social relations.

In his famous text, ‘Capital’, he explained the theory of value of labor. Depending on the rule of contradiction, Marx found out the fundamental contradiction in capitalism. He explained capitalist crises as another manifestation of fundamental contradiction in capitalism. Marx and Engels realised that the proletariat emerged as the utmost revolutionary social class and the motive force of social development. In the process of achieving liberation from wage slavery, the proletariat will liberate the entire society from all kinds of class exploitation and oppression and advances towards class-less society. They realised that for the purpose, it needs to establish its own advanced organisation, that is the proletarian party and worked for the same.

They described that the contradiction between the forces of production and relations of production in class society reflects as a class contradiction and that the history of class society is that of class struggles. Marxism took birth in the times of great changes in human history and when a few western capitalist states were establishing hegemony on the world. Marx and Engels played an important role in forming Communist Parties and the First International and in guiding it. They said, ‘Working Men of All Countries, Unite!’ and provided international perspective and comradely solidarity to the workers of various countries.

Marx and Engels explained how state takes birth, develops and withers in the process of development of human society from slave society to Communism. Marx and Engels defeated all the petty bourgeois utopian Socialist theories and firmly established the principles of scientific socialism. Marxist method had been accepted to understand and develop nearly all the sciences starting from ordinary science to revolutionary strategy and tactics.

The revolutionary perspective, political theory and dialectical method developed by Marx represent the first great milestone in the development of proletarian scientific ideology.

V.I. Lenin – Leninism

Lenin inherited the revolutionary teachings of Marx and Engels amidst the flames of Socialist revolution in the historic conditions of the era of imperialism. They firmly preserved those teachings. Leninism is the Marxism related to the era of imperialism and proletarian revolutions. Comrade Lenin made great contributions to enrich the three components of Marxism. He developed the understanding of the proletarian party, revolutionary violence, state, proletarian dictatorship, imperialism, farmers’ question, women’s question, nationality question, World War and proletarian tactics of class struggle to a much higher stage.

The theory of materialism developed by Lenin and his definition of matter further strengthened the foundations of Marxist philosophical materialism. The magnificent analysis of imperialism of Lenin is a great addition to Marxism. He scientifically explained the transformation of capitalism to its pre-monopoly capitalist phase to the phase of monopoly and how this highest stage of capitalism leads to wars and revolutions. He pointed out that imperialist war is the continuation of imperialist politics, the highest and last stage of capitalism. Therefore, he said this is the dawn of proletarian revolution.

Another great addition of Comrade Lenin was his emphasis that the proletariat must definitely destroy the bourgeois state machinery and establish proletarian dictatorship in its place.

Since capitalism is unevenly developed in various countries, Socialism is achieved first at a weak link in the imperialist chain in one or a few countries. Capitalist countries will still exist. These shall help the imperialists to act against the newly evolved Socialist states. The Socialist states must be preserved and World Socialist Revolution be achieved. Therefore, the struggle will be protracted. Comrade Lenin provided this understanding.

Coming to Party organisation he said thus. Party must have a very wide membership network and a nucleus of Professional Revolutionaries. Such a political party must definitely mingle with the people and pay great importance to the creative initiative of the people in the construction of history.

Leninist understanding on Nationality Question is a qualitatively higher stage. Comrade Lenin explained that all nationalities have the right to complete equality, the right to self-determination including that of secession and ultimately to establish a federation of all nationalities. He explained how the national and colonial question is integral to the general question in world proletarian revolution. As per the national, colonial thesis of Comrade Lenin, the proletarian revolutionary movements and colonies of capitalist countries must ally with the national liberation movements. This alliance can destroy the colonies and also the alliance of imperialists, feudal and comprador bourgeois reactionary forces in dependent countries. Therefore, it shall ultimately inevitably end imperialist system all over the world.

Comrade Lenin formed the Third International immediately after the end of war. He moulded it into a powerful weapon of the international proletariat in the fight against imperialism.

While Marxism is the theory of the era where capitalism developed relatively peacefully, Leninism is the theory related to the era of imperialism and proletarian revolutions.

The close associate of Lenin, Comrade Stalin creatively applied, preserved and developed Marxism-Leninism. He led the International Communist Movement for three decades after the demise of Comrade Lenin. He played a magnificent role in the victory achieved on Hitler’s fascism during World War II.

Stalin preserved and developed Marxism-Leninism in the struggle against the enemies of Leninism such as Trotskyites, Zinovievites, Bukharinites and other bourgeois agents and various kinds of opportunism. He made a lasting contribution to the International Communist Movement through his various theoretical writings.

Mao-Maoism

Comrade Mao combined China revolution and International proletarian revolution with the universal truth of Marxism-Leninism. He inherited, preserved and developed Marxism-Leninism. He developed Marxism-Leninism to a new and higher stage in the sectors of philosophy, political economy, military science and scientific socialism. Comrade Mao further developed the Marxist-Leninist Strategy-Tactics. He developed the concept of Protracted People’s War in the process of 28 years of revolutionary struggle in colonial, semi-colonial, semi-feudal China and with the experience of China in a condition totally different to that of capitalist Europe. The theory of New Democracy is a distinct addition to the Armory of Marxism-Leninism.

China revolution was successful in 1949. Later in the process of making a worldwide struggle against the revisionism of Khrushchev and modern revisionism, he made few utmost great additions to Marxism. This theoretical struggle came to be prominently known as ‘Great Debate’ in the International Communist Movement. Since then he made additions to the Armory of Marxism-Leninism. He initiated and led the Great Proletarian Cultural Revolution (GPCR) that shook the world. Cultural Revolution indicates a historic turn in International Communist Movement. During the period, he developed the theory of continuing revolution in the dictatorship of the proletariat with the objective of preventing capitalist restoration in a Socialist country, of strengthening Socialist system and proletarian dictatorship and of advancing towards Communism all over the world. On the whole, Comrade Mao developed the science of Marxism-Leninism to its third, higher and qualitatively new stage.

Mao extended valuable services in developing dialectical materialism, the proletarian philosophy, including the theory of knowledge. He developed the principle of contradictions and brought a conceptual leap. He suggested that the principle of contradictions, the unity and struggle of opposites is the fundamental rule of motion that controls the society including the nature and the thoughts of humans. He said, “…Scientific Socialism, philosophy and political economy are the three fundamental components of Marxism. Class struggle is the base of social science…”. He also developed a dialectical understanding towards forces of production, relations of production, between theory and practice, between economic base and superstructure, between matter and consciousness and other phenomena. The concepts of ‘Serve the people’ and ‘Mass Line’ are the main components related to understanding in the practice of the entire works of Mao. The Great Proletarian Cultural Revolution that took place to mould the party and the entire society so as to fight against the feudal and bourgeois values and to aim the bourgeois centres inside the party enriched this method of investigation.

He made an in-depth critical analysis of Soviet economy, drew lessons from the positive and negative experiences of Socialist construction in Soviet Russia and analysed the specific rules of motion controlling Socialist construction. He said that proper balance must be maintained between the growth of forces of production and corresponding change in relations of production through the slogan ‘Walking on two legs’. He inferred that superstructure and consciousness can change the base and that politics must be in command in all sectors to consistently develop the relations of production. Another great addition of Mao is that bureaucratic capital is entwined with imperialism and feudalism and possesses a comprador character.

Mao not only developed the Leninist concept of ‘Revolution in two phases’ in the field of scientific socialism but also the principles of Socialist transformation. New democracy targeted not only feudal system but also imperialism. It affirmed that bourgeois democratic tasks shall be completed in the present phase only in the leadership of the proletariat as a part of World Socialist Revolution. For the first time, Mao established the concept of state with Socialist transformation, constituted of the people’s democratic dictatorship of four classes as the first stage in the transformation to proletarian dictatorship. Later Mao also established the theoretical, political, cultural and economic basis for the transformation from democratic revolutionary stage to Socialist stage. Mao greatly explained the revolutionary understanding as to how to develop Socialism from its primary phase to its higher stage, Communism.

Coming to proletarian tactics, he added ‘Protracted People’s War’ to the Armory of revolution. This is a vital contribution to revolutionary strategy-tactics. It is qualitatively new. He not only further developed Leninist understanding of the proletarian party and built a new kind of party on the base of democratic centralism but also built a new kind of party that can take up criticism-self-criticism, rectification campaign and can develop through two line struggle. He developed a comprehensive theory related to United Front and its principles. Mao handed over military theory to the international proletariat. He took the theory and practice of revolution to a new and higher stage with the concept of People’s War. He proved that we can efficiently face a strong force with the rules of guerrilla war such as ‘retreat when the enemy starts to attack, harass when the enemy is tired, chase the enemy in their retreat’.

Whether revolution takes the path of Protracted path of struggle or General Insurrection, the fundamental concepts of People’s War shall apply all over the world. Seizing power through armed strength, destroying the existing state machinery shall be the central task of any revolution. The entire practice must be built central to armed struggle, or else the preparatory actions for general insurrection must be speeded up. Even now, People’s War is the utmost comprehensive method to defeat the enemy. People’s War developed into a universal principle for colonial, semi-colonial, semi-feudal countries from the concrete revolutionary practice of China revolution. This is the principle of war utmost scientifically developed in the hands of the proletariat to eliminate imperialism, feudalism and bourgeoisie. This is one main weapon in the war against imperialism all over the world.

Another new theory that Mao developed is that Party, Army and United Front are the ‘Three Magnificent Weapons’. He said, ‘our experience of 18 years shows that United Front and Armed struggle are two fundamental weapons to defeat the enemy. The United Front is to continue armed struggle. Party is a daring warrior that takes up these two weapons of United Front and Armed struggle and tears apart the enemy bases. This is the way these three are mutually related’. Democratic Centralism is a significant contribution related to the theory of rules of building of proletarian party.

Mao explained the understanding towards Woman’s question, about Art and Culture and Imperialism and National Question. The theoretical struggle made by the Communist Party of China in the leadership of Mao against the modern revisionism of Khrushchev that came forth in Russia came to be known as ‘Great Debate’. Mao led GPCR as a qualitative leap in preserving and implementing proletarian dictatorship. He took up ‘class struggle in superstructure’ with the slogan of ‘Bombard the headquarters’. He thus developed this science into a new, qualitative and higher stage in the process of combining the truth of Marxism-Leninism with the concrete practice of China revolution.

From today’s point of view, Maoism is particularly essential for understanding ‘retreats from socialism’. It is thanks to Marxism Leninism Maoism that we can explain the backslides from socialist society and, moreover, we can be armed with the weapon of the necessity to “carry out thousands of cultural revolutions” like the Great Proletarian Cultural Revolution led by Comrade Mao against the danger of the retreat.

Marxism-Leninism-Maoism as the New, Third and Higher stage of Marxism

The concept ‘Marxism-Leninism-Maoism, mainly Maoism’ does not realize the comprehensiveness of Marxism-Leninism-Maoism. This is against the understanding that proletarian theory is an in divisive, lively entity and that all that is achieved until now universally from the proletarian revolutionary practice is embedded in this. It also amounts to negate scientific socialism to the past and apply it to the contribution of Mao Tse-tung. This is the utmost powerful weapon. With this weapon, we can fight back and defeat bourgeois class ideology and all kinds of revisionism including that in the veil of Maoism.

Marxism emerged as a science of nature, society and the process of human thoughts and as a revolutionary science. It took birth at the time when the proletariat emerged as a revolutionary class capable of moulding the future of the society along with its own future. It developed into new and higher stage into Marxism-Leninism. Later it further developed into Marxism-Leninism-Maoism. It is a comprehensive philosophical system, political economy, scientific socialism and the strategy and tactics to understand the world and to transform it through revolution.

The Ninth Congress of the CPC held in the leadership of Comrade Mao in 1969 provided a historic and comprehensive analysis about Mao Thought (now Maoism). According to it, Mao Thought achieved the recognition of Marxist-Leninists of the world since the time of Great Debate, attained historic importance and became the qualitative, new and higher stage in the development of proletarian ideology by the time of the Ninth Congress of the CPC.

Marxism-Leninism-Maoism is a comprehensive entity. Maoism is the present-day Marxism-Leninism. Denying Maoism is denying Marxism-Leninism. Maoism made distinct contribution regarding philosophy, political economy, social science, party building, New Democratic Revolution through People’s War, Socialist revolution, organisation and several other issues such as Proletarian Cultural Revolution.

Defeating modern revisionism is part of developing Marxism-Leninism-Maoism

Since Soviet Social-imperialism ceased to be a superpower, neo-revisionist theories of Avakian that ‘US is the only hegemonic superpower’ and of Prachanda that ‘US is a globalised imperialist state’ came forth. The ‘ultra-imperialist’ theory of Kautsky is the base for all these opportunist ‘modern’ theories. According to this theory, it is impossible to achieve victory over imperialism. Basing on this, the Nepal Maoist party joined hands with the comprador ruling classes and severely betrayed the Nepal revolution, People’s War, World Communist movement, especially the South Asia revolutionary movement. Understanding the theory of Marxism-Leninism-Maoism as an entity shall be a vital aspect to defeat such neo-revisionist wrong theories.

The line of demarcation between Marxism and opportunism is to recognize that in the dictatorship of the proletariat the class struggle extends and becomes even more intricate.

Today, those who extend it – to realise the existence of classes and antagonistic class contradictions all through Socialism until reaching Communism; to realise the existence of bourgeois class in the party; and to realise revolution under the dictatorship of proletariat are the real Marxist-Leninist-Maoists.

Thus, we see that we can enrich this proletarian science of Marxism-Leninism-Maoism only in the process of its creative application and in the process of synthesising it from our revolutionary experiences.

International situation

Internationally, the three fundamental contradictions are intensifying day by day. The economic crisis spread all over the world is pushing the oppressed people into further poverty. Wealth is being accumulated in a large scale with the exploitive classes. Unemployment, inflation, diseases, environmental, food and other such crises are putting the oppressed people of the world in indescribable difficulties. The fundamental problems of the people are on daily rise. We see this situation not only in the oppressed countries but also in capitalist-imperialist countries. Imperialism is unleashing further suppression on the worldwide oppressed people and nationalities in a bid to overcome its crisis. The world economic crisis is intensifying all the contradictions and is creating objective favourable conditions for a new spate of revolutions. The revolutionary alternative is coming forth as an immediate necessity in an unprecedented manner. The responsibility of fulfilling it lies with the Marxist-Leninist-Maoist parties.

Contention is on the rise among the imperialists for world markets and resources. The recent example is the aggressive attack of Israel on Palestine with the support of US imperialism. The attack of ‘Hamas’, a National Liberation struggle organisation of Palestine on Israel’s military bases in Israel occupied territory of Palestine is a new turn in this struggle. Reactionary Israel is countering it bombing the people of Palestine in the name of ‘war on terror’. The support to the just national liberation struggle of Palestine is gaining manifold support ever seen from people all over the world including the people of imperialist countries. The strike of Auto-workers that started from the US and spread to Canada reveals the rising contradiction between the proletariat and the bourgeoisie in the capitalist-imperialist countries. Workers’ struggles are going on in other such countries like Germany and Britain. The people of Asia, Africa and Latin America are fighting in various ways and methods against the imperialists andand the ruling classes subservient to them.. All these show the conditions turning favourable to revolution.

Russia started war of aggression on Ukraine as a result of the imperialist contention between the US and Russia and the US imperialist hegemony. The proxy war is going on for the past 20 months. Tensions are on the rise between US and China regarding Taiwan. On the other hand, collaboration-contention, mainly contention is intensifying among all these in West Asia. The preparations of the imperialist countries for war to redivide the country is increasing the danger of World War III.The United States sees its status as a hegemonic superpower and the advent of a multipolar world in danger and is in serious conflict with other competing imperialist countries, mainly China and Russia.

Meanwhile China and Russia are contending to consolidate the multipolar world in the name of multilateralism. The dangerous strategies of US-NATO are rising tensions in various parts of the world. This is intensifying the situation that leads to World War III.

The applicability of People’s War

The principle of ‘seizing power through armed strength and solving the question through war’ is being applied in various situations in various forms in the world. As per the understanding of MLM, the path for the people of capitalist-imperialist countries is General Armed Insurrection and the path for the people of semi-colonial, semi-feudal countries is Protracted People’s War (PPW). The principles described by Comrade Mao in the perception of People’s War apply in both these paths all over the world. These must be applied. Owing to this universal importance, class struggle in capitalist-imperialist countries and Protracted People’s War in semi-colonial, semi-feudal countries are dialectically interlinked.

The lifeline of the strategy of People’s War absolutely depends on the broad people who constitute the majority in any country so as to defeat the class enemies being protected by a very small minority of the government mercenary armed forces. Chairman Mao emphasised the leadership of the Communist Party and the mass line in the People’s War with the words, “As long as the Party and the masses exist, all kinds of miracles can be created.” The Communist Party and the masses are the lifeblood of the People’s War. As Comrade Lenin said in ‘State and Revolution’, “The necessity of systematically imbuing the masses with this and precisely this view of violent revolution lies at the root of the entire theory of Marx and Engels.” By depending upon the people, arming the people to fight back the enemy we can put the enemy in difficulty such as they continue to work unceasingly in their own area. We can eliminate the enemy in pieces by centralising very big forces in counter-tactical war and isolating the enemy from the masses. If we apply the rules of guerrilla warfare put forth by Mao to ‘step back when the enemy advances, to harass when the enemy is tired and chase on his retreat’, we can efficiently confront a strong force.

The Protracted People’s War formulated by Comrade Mao passes through three strategic phases – the strategic self-defense, strategic stagnation, strategic counter-offensive. Mao developed the rules of guerrilla, mobile and positional war and the relation between these in a detailed manner. Although People’s War is protracted, he said that actions with immediate decisions must be the main principle in campaigns and wars. He developed a new kind of leadership system constituted with centralised strategic command and decentralised command. Mao took into notice of his concept of People’s War, the strategic counter-offensive – self-defense, elimination of the enemy, tasks of war, centralisation and decentralisation of forces, political mobilisation of the people and problems such as between the officers and soldiers, people’s army and people. The primary condition would be to form People’s Army as the main institutional form. Guerrilla warfare is primary for a relatively weak force to fight against the government armed forces.

Urban and rural guerrilla warfare was being utilised and armed people’s resistance was started right during World War II and in the initial period of fascism. All over Europe and especially in Italy, France and Spain, guerrillas efficiently fought back the fascist forces in guerrilla methods. Apart from Communists patriots also took part in this kind of struggle. Even after World War II, national liberation struggles could firmly continue their struggle taking up guerrilla methods and basing on the strategy of People’s War. They could continue their struggles through arming the people implementing guerrilla tactics.

After World War II, the imperialists, especially the US imperialists received severe blows from the People’s Wars in China, Vietnam, North Korea, Cuba and Indo-China. These People’s Wars created permanent fear.

Of late, the people of Iraq, Afghanistan and other counties utilised guerrilla tactics in their fight against the US and British imperialists. They could steadily contain the imperialists for decades.

With the rising crisis in imperialism, fascism is once again surfacing all over the world. While on one hand fascist cliques and parties are on the rise, on the other, the state and governments are attaining further fascist character. Repressive mechanisms, intelligence network in High Tech methods are turning several countries into police states. Racial chauvinism, nationalist hegemony, casteism, religious frenzy and other such things are turning into platforms for fascist rule. In such conditions, we can efficiently fight back the exploitive rulers who are making use of the extremely centralised state, ultra-modern weapons (such as High Tech missiles, bombing through drones), information technology (such as 4G and 5G), Artificial Intelligence (AI) only through People’s War. The People’s Wars being made by the Maoist parties in countries such as Philippines, Turkey, India and Peru are fighting against a strong state machinery, utilising guerrilla methods to destroy it and are providing new experiences in mobilising the people through People’s War.

Conclusion

In such a situation, the proletariat must fight united against imperialist wars. In the condition where there is no Socialist base, if war comes, as the great Marxist teacher Lenin demonstrated in Russian revolution, we must adopt the tactics of ‘transforming the war into civil war’. The ultimate solution to the various crises faced by the world shall be obtained in the Communist society.

New Democratic Revolutions are going on in the path of Protracted People’s War in semi-colonial, semi-feudal countries. People’s Wars are going on in Philippines, Turkey, India, Peru and other such countries facing the repressive campaigns of the exploitive ruling classes of the country with the support of their imperialist masters. Preparations are going on in some other countries. In the present condition, the proletariat of the world has the task to develop class struggles in semi-colonial, semi-feudal countries and capitalist-imperialist countries and strengthen the proletarian parties. Today, we need to face the theoretical attack of the various kinds of revisionists, neo-revisionists, reactionaries on Communism, MLM and revolutionary movements. We need to fight back with Maoist understanding the opportunist theories and the various kinds of petty bourgeois liquidationist theories of fake revolutionaries that contaminate the minds of the people, with the objective to divert them from war and the path of revolution and the theoretical liquidation of capitalism-imperialism. We must build determined Bolshevik parties that are capable of building a proletarian army, class war, revolutionary war, Protracted People’s War and revolutionary United Front. We must successfully advance revolutionary movements.

In order to fulfil these tasks, in order to liberate the people from imperialism, entire reactionary classes and entire suppression and oppression; so as to establish a new world, Socialism-Communism; let us reiterate the theory of Mao Tse-tung about People’s War as the main weapon that continues for a long time. This shall be the real homage to Comrade Mao.

The danger of a new world war still exists, and the people of all countries must get prepared. Protest from 16th-22nd December against the ongoing bombardment as part of anti-revolutionary
Surajkund policy in the Eastern Region especially in Bihar-Jharkhand movement areas. Conduct various

In the name of Maoist-free Jharkhand, Jharkhand police force, Central Reserved Police Force (CRPF),
Jharkhand Jaguar Force are unitedly conducting myriad cycle of repression from August, 2022 till now on our party, PLGA and leaders and activists of mass organizations especially in Bihar-Jharkhand and north Bihar and Eastern Jharkhand special areas and tribal movement areas. Even the tribal masses are targets of this repression. Central committee of CPI (Maoist) gives a call to the masses of the country, mass organizations, tribal organizations, Human Rights organizations, progressive and democratic people to conduct propaganda campaigns from 16th December to 22nd December and observe a whole one day national strike on 22nd of December against the nefarious design of anti-revolutionary Surajkund policy to eradicate the revolutionary movement and revolutionary masses.
One must remember that on October, 2022 under the leadership of Prime Minister Narendra Modi and
guidance of Amit Shah a new anti-revolutionary and reactionary policy was adopted at Surajkund meeting in Haryana. To turn India into an Hindu-Nation has been attached in the Surajkund policy by the Brahmanical Hindutva Forces. The aim of this policy is to eliminate all the forces specially class struggles and people’s war that are main hurdles in the way of establishing Hindu-Nation. Modi’s idea of Hindu-Nation is neither new India nor developed India, in fact that is Brahmanical Hindutva Fascist India that needs to be resisted.
At present in the light of this fascist policy, central government and state governments are establishing
hundreds of new police, para-military camps, command centres and forward base camps in central and Eastern special area, special zone regions. By deploying lakh of military forces and launching combing operations, police- military forces are launching attacks on tribal villages, beating tribal people and looting and plunder their properties, causing atrocities on women. Apart from all these, fake encounters, illegal arrests and murders are also inflicted on the masses by the paramilitary forces. All these are nothing but enforced war and cruelty on tribal people by the central and state governments.
From September 2022 till now in the border regions of Bihar-Jharkhand specially in Jharkhand movement
areas intensive cruelty has been enforced. In Jharkhand from last one and half decade in the name of anti-maoist operation, 132 companies of CRPF has been deployed. Combining central paramilitary and state police forces, a total of 85 thousand military forces are deployed in Jharkhand. From January 2020 till now, 48 new military camps has been established in the region of Chaibasha , kunti- Ranchi border regions and in Buda pahar, Kolhan and Parasnath regions in name of free Buda pahar, free Kolhan, and eradicating Maoist movement in Saranda and parashnath areas. Only in Saranda 12 new police and other armed forces camps has been established. Through all these camps a coordinated combing operations are conducted by the Jharkhand police, Jharkhand Jaguar Force, Cobra forces and CRPF. During the combing operations several rounds of firings and bombardments are done by the Cobra and Jharkhand Jaguar forces on any suspicious areas. Not only this, even many villages are bombarded all throughoutdays and nights by 51 MM and 81 MM mortar shells during the combing operations. New announcement has been done to establish new military camps in kuida and Aarahasa of Guilkera police region.
During the combing operations, villages are attacked and tribal people are badly beaten by the security
forces. Many are illegally arrested and put behind the bars for long incarceration. In between January 2022 and August 2023, around 762 people have been arrested. Among the arrested comrades, one 71 years old, CC and PB member comrade Pramod Mishra, three comrades from Special Area committee, one member and one commander from Zonal committee, Sub-Zona and Area commander and other comrades are involved. In this time in several encounters with the police forces 20 comrades became martyred. In order to eliminate the leadership gruesome attacks are been launched by the police forces.
State government of Jharkhand is following the line of the central government in violating individuals
fundamental rights that are enshrined in the Constitution. It has given order to special branch to investigate Jharkhand People’s Right Mass Meeting and 64 Democratic mass organizations. Among them 29 organizations are from State’s capital Ranchi. The government of Jharkhand has banned Revolutionary Peasant Committee, Women’s liberation organization, Jharkhand Forest Group, Jharkhand Cultural Organization and workers organization. It violates the fundamental rights of individual and that has to be condemned.
By using Terroristic laws the government is terrorizing Human Rights actvists, leaders and actvists of mass
organizations. This makes clear that in the state from 2014, 599 Unlawful Activities Prevention Act (UAPA) cases has come to surface. Out of that 426 were given notice and 21 cases were handed over to National Investigation Agency (NIA). From August of this year, continuously there are NIA raids in Uttar Pradesh, Bihar, Jharkhand, Andhra Pradesh, Telangana, on students, Human Rights activists leaders and activists of mass organizations, Farmers organizations, writers, and cultural activists. Many of them are arrested. From all their houses, laptops, hard-drives, Mobile phones and several other items were seized by NIA. It is necessary to protest this anti-democratic actions of the governments.
We should understand it clearly that the meaning of ” Maoist-Free Jharkhand” and “Developed Jharkhand” is nothing but corporatization of Jharkhand. In the name of development, Hemant Soren of Jharkhand Mukti Morcha party is marching shoulder to shoulder with the Hindutva Fascist BJP government at the center in forming suitable ground for the loot of the natural resources of Jharkhand. For this purpose the State government is indiscriminately spending the people’s money. The plundering of natural resources of the state like coal, iron-ore and several other
essential minerals by Imperialist forces in alliance with the state government is propagated as development by the state. Central Home Minister Amit Shah has stated in the month of October that in the coming two years Maoist party will be eradicated. Again in November he stated that it will be in the coming 5 years. It is important to bring in front of the people that the real intention of the government is to sell the natural resources in the tribal areas to Imperialist and corporate classes. Through this intention, the represion in Jharkhand is continuing with high intensity. In the forest areas of Munger, Lakhisaraye and in Jamui districts along with kuiya, Chota Kuiya, Maradiri, Hatiburu,Tiyaelbera and in many other places joint search operations are going on from 10th October. Weapons like motors and RPG are extensively been used. On 28th October in Kolhan and Saranda forest border region in Rowam
camp of West Singhbhum, there was an anti-naxal operation meetings of top police officials. From 10th November in East Singhbhum region of Juriya Bahada, Labiya Boipai, Bahada, kudlibad, Koliyabura, Titlighat, Usruiya, Hamanburu, Pongal, Baliba, Tirilposi, Nayagao, Jharkhand Gaon, police joint operations have intensified.
During repression campaigns the government through the help of NIA is conducting illegitimate search and arrest operations. This is denying the basic rights of the human rights activists and mass organizations. They are being threatened. Former student of Benaras Hindu University Rohit Kumar who is raising his voice for Land-water and Forest has been arrested.
Through putting brave fight and giving immense sacrifices against the severe repression Party, PLGA and
United Fronts and people are keeping the revolutionary struggles alive. People are revolting in large number against the illegal arrests, beatings and house raids by the security forces. Through mass rallies, mass meetings anddemonstration people are registering their protests. Burning down the police stations and scuffling with the police forces are continuing from last two years. In the leadership of Party, PLGA with immense and supreme sacrifices is giving tough fight to the joint security forces. And under the leadership of Party, with the participation of people, and with the unity of people’s war and mass movements, PLGA will give a fitting reply to ongoing repression.

 Visakhapatnam District, December 18, 2023: The CPI (Maoist) Andhra-Odisha Border Special Zonal Committee (AOBSZC) on Monday informed that their committee will extend full support to Anganwadi workers across Andhra Pradesh state and their ongoing protests against the government for failing to address their list of 19 key demands.

The committee secretary, Comrade Ganesh, in a release on Monday, said that Anganwadi workers should continue their protests until the government addressed their demands.

Comrade Ganesh said that the YSR Congress Party had promised to create 2.65 lakh jobs and increase salaries of Anganwadi workers. But, after coming to power, the party forgot all the poll promises, he said.

“Around 1.06 lakh Anganwadi workers, including their helpers, are doing their work in every village in the State with very low salaries. They submitted a memorandum to the government before calling for the State-wide bandh from December 8. The government did not address their demands. We appeal to the public leaders and communities to support the Anganwadi workers,” Comrade Ganesh said in a statement.

“The Central Committee of the Communist Party of India works for the eradication of the revolutionary movement and the revolutionary masses. In such a situation, there is a need to raise voice against the illegitimate attack by the police”, 

Comrade Abhay said in the letter.

Bijapur District, December 21, 2023: Cadres of the CPI (Maoist) set ablaze two buses in Chhattisgarh’s Bijapur district on Thursday, though there are no reports of injuries to anyone, a police official reported to the press today.

The buses were traveling between Jagdalpur city and the town of Bijapur; and security forces have been rushed to take charge of the situation, Bijapur Superintendent of Police Anjneya Varshney said.

A bus was stopped near Timmapur village at around 7pm and was set ablaze by the Maoists after the passengers were made to alight, while the second incident took place near Duigida village when a bus was on its way to Raipur city from here, he declared.

Both the areas are under Basaguda police station limits.

Further details are awaited, Varshney commented.

As per police reporting, cadres of the Maoist party have obstructed the Bijapur-Jagdalpur highway by felling trees and placing them on the arterial route.

The Maoists have also distributed pamphlets in the area asking people to support the bandh (shutdown) called by the Communist Party of India (Maoist) on Friday to protest the murder of their cadres by security forces in Chhattisgarh and in Bihar.

  West Singhbhum District, December 22, 2023: Cadres of the CPI (Maoist) blew up a portion of railway tracks in Jharkhand’s West Singhbhum district, disrupting train services on the Howrah-Mumbai route for several hours, police announced to the press on Friday.The incident occurred late Thursday night between Mahadevsal and Posoita railway stations, around 150 km from the state capital Ranchi, West Singhbhum Superintendent of Police Ashutosh Sekhar said.The Maoists have also put up posters and banners in the area after blowing up the railway tracks. The Maoist party is observing Resistance Week from December 16 to 22.Cadres of the Maoist party had earlier put up a banner on the up line near Deranwa station. A banner was also put up in the engine of Tata-Itwari passenger train. Earlier, the Maoists had put up posters and banners and called for a Bharat Bandh.The Maoists have announced the Bharat Bandh in protest against the ongoing police action against them. It was announced by issuing a letter through the Central Committee spokesperson of the CPI (Maoist), Comrade Abhay.In the letter issued by the CPI (Maoist), it was written that in the name of a Maoist-free Jharkhand, Jharkhand Police along with central forces, are committing atrocities in tribal dominated areas. This is to inform you about the condition of a political prisoner in Jagadalpur Central Prison in
Chhattisgarh.
Korsa Ramu known in the party as Deepak was arrested on 3rd Nov, 2019 . After being put in
the prisons of the states of Tamilnadu, Karnataka and Kerala, he was transferred to Chhattisgarh
since he was foisted cases regarding incidents in the state.
He belongs to Mankeli village of Bijapur district of the state and also worked in the PLGA
Battalion bordering Sukma and Bijapur districts before being transferred to the Western Ghats
(constituting the above mentioned three states). He was tortured by the police at the time of his arrest
in such severity that his one leg and one hand broke. Now he is suffering with kidney problem. He
needs urgent medical treatment. The prison authorities are negligent and are not providing him proper
medical treatment. He approached the court, but no proper response from it.
We request you to pose the issue as a part of the ongoing agitation and propaganda for the
release of political prisoners.

But this Communist Party of Palestine will not be born out of constructs of intellectuals, but midst the flames of war. This is why the task is to support our comrades in Palestine, who are amid armed struggle, with scathing actions of all types.

We call all the Parties and Organizations, communists and revolutionaries the international proletariat and peoples of the world, to strengthen the actions in support to the struggle of the people of Palestine, to advance in building and developing a powerful world anti-imperialist movement. We, the International Communist League commit ourselves to not spare forces in this enterprise and call all to join us in the fulfillment of this goal.

Due to its importance and its pressing necessity, the International Communist League join the campaign to support the Palestinian struggle called by the Communist Party of India (Maoist) for the week of December 2 to December 8.

Mumbai, November 29, 2023: The National Investigation Agency (NIA) court of special judge Rajesh Kataria has allowed Telugu poet and political prisoner Dr P. Varavara Rao to travel to Hyderabad to undergo cataract surgery on his left eye.

Rao, an accused in the Bhima Koregaon case along with 15 other activists and academics, has been charged under the Unlawful Activities (Prevention) Act (UAPA).

After being incarcerated for four years, the 82-year-old Rao was granted medical bail by the Supreme Court on August 10 last year.

His bail conditions included prohibition from leaving the city limits of Mumbai without the express permission of the NIA court.

On October 23, the Bombay High Court granted Rao permission to travel to Hyderabad for a week to undergo cataract surgery.

Rao had approached the high court after the NIA court rejected his plea on September 23 last year.

In his application, Rao had averred that travelling to Hyderabad would allow him to undergo surgery free of charge since the cost of the surgery in private hospitals in Mumbai was unaffordable.

A division Bench of the high court comprising Justices A.S. Gadkari and S.C. Chandak had directed Rao to approach the NIA court for surgery for the other eye, after returning to Mumbai following the first surgery.

Today, the NIA court allowed Rao to undergo surgery at the Sarojini Devi Eye Hospital in Hyderabad from December 5 to 11.

The court directed Rao to follow certain bail conditions.

Firstly, Rao is required to report to the NIA on December 4 (prior to leaving Mumbai for Hyderabad) and furnish details of his travel journey and the address and contact number of the place where he will be staying in Hyderabad.

Secondly, the court directed Rao to inform the NIA about the date fixed for the appointment by the concerned doctor in writing before leaving Mumbai. Rao is also directed to report to the NIA on December 12 after returning to Mumbai.

Thirdly, Rao was permitted to reside at the address approved by the high court under its Order dated October 23.

Fourthly, the NIA directed Rao to follow the bail conditions imposed on Rao by the Supreme Court while granting medical bail on August 10 last year; by the high court in its Order of October 23; and by the NIA court on August 18 last year.

The Supreme Court had directed Rao not to leave Mumbai without the express permission of the NIA court. Besides, it had directed Rao to ensure he does not misuse his liberty, stay away from his co-accused, and not influence the witnesses and investigation in the case.

The Bench had allowed Rao to seek medical attention of his choice, but he is required to keep the NIA apprised of any such development.
