In Buddhism , we don’t say that there is just one God , but we say that there are many Gods , in many godly realms .The fine material world and the immaterial world together constitute the ” Heavens ” . It’s very rare that beings can go from one realm to another ; in the same way , the Gods don’t rule over humans , they rule over the heavens .
Q.164 – If Gods don’t rule over humans , don’t they rule also over the Hell or all beings in samsara ?  Beings in samsara are ruled by the law of karma which is : cause, condition and effect.
Q.165 – If humans don’t need Gods , will they also become Gods themselves ?  Human beings should sooner or later become fully enlightened beings, the same as Buddhas. For this we pray.
Q.166 – In this way , will Gods become hell beings , when they finish their good deeds , in samsara ? We also pray for all gods to soon become fully enlightened beings. But enlightenment and liberation depends mainly upon diligent Dharma practice, sincerity. Buddha Shakyamuni said : I show you the path , but you must walk on it . Thus we follow on Lord Buddha´s footsteps.
Q.167 – Will the hell beings become Gods , when they finish also their bad deeds ? We pray for all hell beings to be soon liberated from suffering and the causes of suffering.

HATE SPEECH AND EUROPEAN LEGISLATION
48. consultation of representatives of religious communities
Consultation was on Wednesday, Nov 5 2008, at 11:00 pm in the Grand Chamber, Government, Gregorčičeva 27, Ljubljana, Slovenia, European Union (1)

Dr. Drago Čepar thanked for interesting lectures and invitations to present discussion and questions.
Lama Tara Tulku Drimed Drolkhar Rinpoche  (Buddha – Dharma, Buddhist Association in  the Republic of Slovenia) has all the nice welcome and expressed pleasure at the fact that the Government Office for Religious Communities in the European Year of Intercultural Dialogue was able to organize this important conference on hate speech. First, as a catalyst for this conference, she  presented some experiences from the perspective of their religious community. She said that the knowledge of this subject in the last two years is deepening and their website also published some research. »Sovražni govor”  is in English called “hate speach”. European law is sanctioning hate speech   more than legislation on  other continents. Buddhist views on hate speech :  in Buddhism the doctrine of karma is  very well known. Those who in any way disseminate hate speech against someone else, are creating very bad karma for themselves . This works because  their state of consciousness is based on hostility. In other religions such as Christianity, Judaism, Bahaii, Islam and others there is  doctrine that says: “Do not do to others what you do not want that others do to you.”
What you sow, thus you will reap. These are well-known spiritual truths. Slovenian legislation, Article 300 of the Criminal Code and  141st Article talks about the infringement of equality. Civil society consist from  religious organizations, associations  and other groups-  it is interesting to note that if the society  expands hate speech, infringes 3rd Article of the Societies Act, which states that it is not allowed to establish society whose purpose, objective or activities  promote racial, ethnic, religious or other discrimination. Anyone who is exposed to hate speech can refer for protection of  rights : 34th article  of the Constitution (right to personal dignity and safety), 63rd article of the Constitution (prohibition on promoting  discrimination and intolerance and Prohibition of Incitement to violence and war), the Law on religious freedom also  prohibits such acts which are defined as criminal. Law on prevention of cyber crime is published on the website of the Information and Documentation of the Council of Europe in NUK www.idcse.nuk.si This law prohibits hate speech and other illegal practices on   cyberspace . There is also Spletno oko (2). Our experience with this are : the person concerned  reports violations and Spletno oko (hotline)  only  collects the data. They don´t do anything to prevent hate speech!   Evidences must be compiled by any single person  –  about  which the hate-speech is published . Sometimes such person must  also translate for the state attorney ! With  this is a lot of work. Someone who discovers hate speech published on internet should send this evidence material (copies from internet) the appropriate places :  the prosecutor  or the police. However, the police and prosecutors  are not sufficiently skilled to be able to properly identify hate speech. In Slovenia, the situation is very worrying –  prosecution procedures are very lengthy(3). Religious communities should always be very patient; general opinion is that religious communities should tolerate every hate speech. . The prosecutor  should provide a response within 90 working days. It has happened that there was  no reply after 6 months! Council of Europe (4) in its bulletin No. 71 clearly stated that the representatives of religious communities should be educated about  human rights. Religious community can not promote hate speech. It is uncivilised   that one  religious community discriminates another religious community by placing it among  controversial groups  –  only  to gain advantage in signing an agreement with the Government of the RS ! If hate speech is disseminated through its website or forum, it means  breach of 132nd Article of the Media Act, which states that the necessary web content contributed by users and editorial  is  considered as the medium under the Law on Media. Each such medium must be registered with the Ministry of Culture. Council of Europe in this factsheet on Human Rights clearly states what is hate speech. In Slovenia (and also elsewhere!) public  often do not want to know what is hate speech. Now when concrete examples of hate speech occured on internet , those responsible for preventing hate speech  does not want to see that this is exactly what the Council of Europe says. In order to be labeled as hate speech, it is necessary that is directed against a person or group of people. If your name and surname –  or of your religious community- is written on internet  site  which promotes hate speech against you and others  – this is hate speech as explained by the Council of Europe in magazine No 71. National laws and practices must punish claims for which the person or group of persons is  subjected to discrimination, hostility or violence because of their religion or belonging to any ethnic group.
About Hate speech will be written in a report- it will be posted on the website : project on human rights. Hate speech, which other religious community  disseminated on the Internet, was sent to the prosecutor , but  it was rejected because the prosecutor was not rained to recognise   hate speech.(5) The same evidences of hate speech were sent to the President of the Republic Slovenia   dr. Danilo Türk (6)  His advisor dr. Erik Kerševan  saw enough evidence for hate speech and religious discrimination in this case. Copies of his  letter was sent to the Ombudsman for human rights  and the Office for Religious Communities.
Finally, she again expressed pleasure that this conference is organized and emphasized that as a general benefitial  organization they are committed to the dignity of human being  . They  ask all who are faced with hate speech to send evidence to  the police and prosecutor’s office. No one should  be victimised .   This will also contribute to greater democratization of society in Slovenia.

The project Spletno-oko.si is co-funded by the European Union, through the Safer Internet plus programme and in March 2007 Spletno oko joined INHOPE network. The membership of Spletno oko advisory board includes the State prosecution of Slovenia, the Slovenian Police Force, Slovenian media and other institutions concerned with children rights protection.

Project is financed by the Directorate for the Information Society at the European Commission, Directorate for the Information Socitey at the Ministry of Higher Education, Science and Technology and partners – University of Ljubljana, Faculty of Social Sciences, Slovene Consumers Association and ARNES – Academic and Research Network of Slovenia.

Cooperation of similar hotlines throughout Europe has proven to be an effective measure in the fight against illegal and harmful Internet contents such as child abuse images and the presence of hate speech. Slovenian Internet users now have a chance to make the Internet safer by reporting potentially illegal and harmful contents.

Human rights report for 2009 is correct : there are many violations of human rights in China , especially in Tibet. If China wish to become open democratic state, it must  improve human rights and religious freedom.
