Where do Stolen Smartphones Go?

Stolen smartphones are a problem for police departments. The Washington Post today had an article where Chief Lenier asks that cell-phone carriers and the FCC act to disable stolen cell phones. This would they claim reduce the theft problems. However it seems the cell-phone industry is not on board with such proposals. They argue, according to the article, that many stolen phones are shipped overseas where they can be reactivated and that the method has not worked in other counties.

Such arguments are all very nice. But where is the data? Without data such discussions are like blowing in the wind. The reader has no idea who to believe.

Data driven decisions, data driven discussions are what are needed.
