Here is another email informing my Counc. Matt Allard of what the public expects of him and are other leaders and what actions WiseUpWinnipeg would take if ignored.

This email and the following posts I shared as well as others are just part of what we have done and are planning in an attempt to inform the public, force  our leaders to stop ignoring and bring an end to this abuse.

Here is just one of many examples of some of our leaders ignoring these very serious issues.

Matt,

Time has been ticking for a while.

You have ignored many of these serious public safety and public service accountability issues for over 4 months when I brought them to your attention in Apr.  See that attached email.
There has been several serious accidents since then including one multi car pile up at Bishop and River and others that could have been prevented if some of the changes that were recommended by myself and others and have been asked for by some of the City’s own engineers.  These are engineers standards required by law in Ontario and elsewhere that are being ignored here in the name of $afety revenue.

We have collected a long list of evidence of this abuse, of the propaganda, lies or misleading statements, ignoring etc… including court transcripts, media reports, FIPPA’s, engineering reports, documents proving coverups and more going as far back as 2002.

A guided presentation was ignored repeatedly but finally accepted after some pressure from the media and given to Michael Jack, Janice Lukes and before that a policy analyst of the Mayors.  They pretended to want to collaborate and then only said things to the media that make the City look even worse and have just ignored since.  Michael Jack has said things like do what you must (i.e. see you in court).

Do not be part of the problem and help us with solutions that will put true public safety before $afety revenue.  If not you will be caught up in the mess that is soon to fall on the Mayor and others at City Hall who continue to ignore these serious public safety and public service accountability issues.

I have also been in touch with the MB Ombudsman who have investigators who are happy to start looking at the evidence we have collected.  Lets save the City and Province this embarrassment and deal with it internally.
As for the Provincial issues I have reached out to our Honourable Lieutenant Governor after we have been ignored by the Past and Present Premier and others past and present at the Province including the OAG / AG.  This is all documented and does not look good.

I am willing to meet with you to discuss this in more detail and we have a guided presentation mentioned above for you to see.  We are also recording it to put on social media but this will only hurt the city even more so lets act before it needed.

If I do not get a response and see reasonable steps taken to help end this abuse by Wednesday next week we will release a chronological list of this abuse since 2002 to Winnipeg social media groups totalling at least 20k member and to local and national media.  This list will include the actions and statements or lack of by those that started this abuse or allowed it to continue or ignored it.  It will include dates, names, times and links to documents or media coverage to verify.

I know you are only 1 councillor but there are things you can do so you are not part of the mess that is soon to come.

These band aid and solely Parking or $afety revenue focused solutions will only result on more charter challenges, court challenges and make this Province and City look like more of a joke and have not Province that people want to leave.

This relates to several issues the way the City and Province have allowed traffic enforcement with WPS and their for profit partner ACS/ Xerox to operate via amendments to legislation, bylaws and policy’s that are putting $afety revenue before true public safety and we have proof it is putting the public at risk and has already caused harm.   They are ignoring or not enforcing some legislation, bylaws and policy’s that were put in place to prevent this abuse.

This abuse is also taking valuable police resources away from solving and preventing serious crime (violent and property) which WPS’s own annual reports have shown is at one of the highest rates in Canada and has been for several years.  Recent media coverage of this and related has resulted in WPS only saying we don’t plan to change anything other than check the stats to see if they get worse next year and do more traffic enforcement.  The Mayor only responded to some of this by saying it isn’t really that bad.

When you add in abuse by WPA and 3rd party for profit partner G4S Tech this abuse involves at least $80 million / year and when you extrapolate loosing this from the Wpg and MB economies with the velocity of money it works out to $Billions since 2003.

This abuse is having huge social and economic consequences for the people of this City and Province.

It proven these $afety programs don’t actually improve safety and in many cases reduce it.  When they corrected and operated fairly, legally and efficiently they loose money and are shutdown.

The public expect answers to the many serious issues that are taking place many of which I have raised below and in the past.
This is only going to get worse with more protests and court actions taking place and planned as well as more local and national media coverage.

It is well overdue for Matt and others at City Hall and the Province that have the ability to do something act and try and salvage any respect they may have left.  If they can’t they need to resign and the public will vote someone who can fight for what is right and keep their promises.

We expect to get a proper response and hear something publicly very soon.

Some of this previous news but still relevant.  At the time senior City officials ignored the fact something was wrong and I am sure the media or some of the public complained.

Now this deliberate abuse exposed our current COO Michael Jack (previously a City lawyer) with approx 222k + annual compensation before pension and benefits is trying to down play.  Same with Colin Stewart, a WPA policy analyst (another of the City’s many unnecessary spin doctors / admin staff).

Comments from them like we would have terminated any ticketing agent knowingly issuing unfair tickets and we don’t need to do anything other than the  “courtesy” of painting lines were no parking due to fire hydrant.

They think we are going to be ok with this?  Not all of all members of the public have high paid public jobs and pensions and can afford to pay unfair or illegal tickets like many of the parking and traffic tickets being issued in Winipeg are.

Each day, the Winnipeg Parking Authority (WPA) slides around 350 tickets under the windshield wipers of unsuspecting motorists.

In 2013, 143 479 tickets were handed out, totalling $7.74 million in revenues for the city’s coffers.

While most people learn their lesson after feeling the sting of a ticket, there exists an exclusive group of drivers who appear to simply brush them off and carry on.

Most ticketed vehicles

According to parking ticket data provided by the WPA, since 2012, the most ticketed vehicle in Winnipeg received a whopping 164 parking offences.

CBC Manitoba managed to track down the sixth-most ticketed driver in the city.

Lorne Johannson, a delivery truck driver for UPS, has been working in the core area of Winnipeg for over 14 years.

“The most I had in one day is four tickets in a day. I swear as I was driving along, the [parking officers] were following me around,” jokes Johannson.

Since 2012, he’s received 93 tickets, worth potentially over $7 000 in fines — a cost covered by his employer, says Johannson.

“I’m always double parking every day. So essentially I’m leaving myself open to getting tickets every day.”

The WPA said that for some people, it comes down to a cost-benefit analysis.

“There are a number of people who figure for them it’s easier to just park illegally, get the ticket and pay the ticket,” explains Colin Stewart, special projects manager with the WPA.

The ticket Tzar

The data provided by the city also showed that the parking authority’s top ticket officer wrote 5,434 tickets in 2013. Officer #562W generated potentially $511,390 in revenues for the city last year alone.

The most heavily ticketed area for the ticket Tzar: Osborne Village, with River Avenue, Stradbrook Avenue and Roslyn Road being his most ticketed roads.

The Winnipeg Parking Authority says they employ 52 parking enforcement officers, 18 of which work the downtown beat at any given time.
